Kingston Commercial Studies

The City updated its commercial policies in preparation for its new Official Plan. The completion of both the Commercial Inventory & Market Analysis [PDF: 2.2MB] and the Regional Commercial Study Update (RCSU) [PDF: 2.1MB], benefit the City by providing:

  • comprehensive examination and review of the City of Kingston commercial system and its associated policies and hierarchies;
  • necessary background information for the new Official Plan;
  • an appropriate long-term strategy and policy direction to guide future growth and development in commercial designations; and,
  • an updated commercial inventory database.

The findings of the Commercial Inventory & Market Analysis support the policy work that was produced by the RCSU. The findings and recommendations of the RCSU have been incorporated into the Official Plan and will be used to provide a clear policy framework consistent with current retail and tourism sector trends.

Here is some more background on these two key documents:

  • The Regional Commercial Study Update (RCSU) [PDF: 2.1MB] was completed in 2006, and recommended harmonizing the commercial policies of the three existing Official Plans of the Township of Kingston, the Township of Pittsburgh, and the City of Kingston in 1998. These have remained in effect since the amalgamation. The RCSU relied on the findings of the 1999 Regional Commercial Systems Study, with updates from more recent commercial approvals and other City information. The RCSU provides specific recommendations with respect to the commercial hierarchy for the amalgamated City, as well as modifications to planning policies and mapping for commercial uses.
  • The Commercial Inventory & Market Analysis (CIMA) [PDF: 2.2MB] was completed in May 2008 and is a more comprehensive statistical analysis. It reviews the amount and type of commercial land in the municipality, as well as the size of the City's current trade area, and confirms whether there is a need for additional commercial lands as the City proceeds with the preparation of its new Official Plan. The inventory and market analysis was also undertaken in response to on-going requests for new commercial development and the re-designation of properties to commercial uses. Of particular concern have been the requests to convert employment/industrial lands to commercial uses. Although each application for such a conversion has included market data and research, it was determined that the City should acquire its own data and conduct its own analysis, without reference to a particular development application.
