Widening John Counter Boulevard
On November 1, 2011, City Council approved $17,411,000 (see the Report to Council at right) for the completion of Phase 1 and Phase 2 of the widening of John Counter Boulevard — the section from Division Street to Sir John A. Macdonald Boulevard — over the next two years. The City's current Corporate Strategic Plan reaffirms the widening of John Counter Boulevard from two to four lanes as a priority.
John Counter Boulevard is a major east-west arterial route that passes across the top of Kingston from the Cataraqui River to Princess Street. It is an important and growing employment and shopping area and acts as a link to four of Kingston's main thoroughfares: Montreal Street, Division Street, Princess Street and Taylor-Kidd Boulevard.
The widening of John Counter Boulevard was identified as a priority by City Council a number of years ago (it is the last of "Group of 7" priorities to be completed) and Council approved $8.4 million in the 2006 capital budget to initiate the project implementation recommendations as outlined in the Environmental Study Report (see the Environmental Assessment [EA] link at right).
