BACKGROUND
Kingston City Council Approved the Final Report of the Ad Hoc Committee to Recruit, Retain and Recognize Family Physicians in June of 2006.
The report recommended that:
- City of Kingston staff work with the Kingston Economic Development Corporation (KEDCO) to complete an application form for the Ministry of Health and Long Term Care to have the City of Kingston designated as an "under-serviced area" in the category of family physicians;
- Kingston City Council support the initiative of the provincial government to develop integrated family health teams to deliver primary health care and that local resources be spent in furthering this concept in Kingston by KEDCO;
- The City of Kingston annually proclaim the first week of December as "Family Physician Week" to thank and celebrate the work of family physicians in our community;
- The chief administrative officer (CAO) direct one staff member from the building and licensing department to "carry the file" from point of application to final permit issue for any family physician or group of family physicians who are expanding, locating or relocating their practice in the City of Kingston and require building and licensing services from the City;
- The City of Kingston consider the financial implication for providing funding to private practice physicians to assist with relocation costs;
- The City of Kingston work with KEDCO to establish a dedicated position to coordinate the improvement of access to primary care and to recruit family physicians and primary care professionals to Kingston, and through the Chief Administrative Officer's office, allocate staff and resources on an ad hoc basis to support the work of the physician recruiter;
- The General Manager of KEDCO present to Kingston City Council an action plan that includes, but is not restricted to the following priorities:
- Recruitment of family physicians
- Effective profiling and marketing of Kingston to health care professionals
- Invite prospective 'recruits' and their families to the community to meet representatives of the local and medical community and view education facilities and local amenities
- Take the lead in assisting spouses or partners of family physicians in obtaining employment, connecting families with the local boards of education to address academic requirements of family members and connecting family with realtors and other people to ensure a smooth transition into the City of Kingston
- Represent Kingston in provincial recruiting fairs
- Work with city communications staff to establish information on the City's website for primary health care professionals interested in locating or relocating in Kingston, and develop a hotlink to ensure that appropriate organizations, physicians and medical residents are aware of the recruiter so that they may direct enquiries accordingly
- Establish a pool of Kingston family physicians who currently practice in Kingston as a resource to speak to possible family physicians interested in locating or re-locating in the City of Kingston
- Work with the Chamber of Commerce to foster informal connections with family medicine students and residents to encourage them to stay and practice in Kingston
- Develop and maintain a centralized "locum pool' for existing doctors who need replacement from time to time as the majority of graduating residents start by practicing in locums
- Work with local physicians to revitalize the Kingston Academy of Medicine
- Enter into discussions with Queen's University to establish entrance scholarships to the Queen's Faculty of Medicine for secondary school graduates from the City of Kingston who intend to study family medicine
- Develop a team of support staff to work with interested local and prospective family physicians and primary health care professionals to move into the government practice models and assist them with business plan development.
