Review of Services

On April 15, 2003, Council moved to undertake a review of all the services and programs it provides to the residents of the City of Kingston as one of the strategies identified for getting our financial house in order. The Review of Services is a long-term strategy to identify sustainable solutions to ongoing budget challenges and ensure municipal services and programs are provided in the most efficient, effective manner to best meet the needs of the community.

REVIEW OF SERVICES TASK FORCE

The Task Force to Review Services was established by Council on March 30, 2004 to undertake the review of services. Find out who is on the Task Force.

THE REVIEW IS A TWO-PHASED PROCESS

There are two phases to the Review of Services process to be conducted over a number of years where all City of Kingston services and programs will be reviewed.

The first phase will determine how the services and programs we deliver help achieve the public policy goals and strategic direction of the Corporation by asking which services or programs the municipality should be providing.

If Council decides to continue delivering the service or program, then, in the second phase, we will review how we can find better, more cost effective ways of delivering the service, either through internal improvement initiatives or by exploring Alternate Services Delivery.

If Council decides to discontinue delivering the service or program, then we will have to develop and implement a strategy to discontinue our involvement in that service or program.

PHASE I OF THE REVIEW OF SERVICES

Council directed that we get started on Phase I of this process in 2004, and the Executive Management Team (EMT) was directed to present a recommended list of services to be reviewed.

On Tuesday June 1, 2004, Council approved the following list of services to be reviewed in 2004:

  • City Property & City Facility Leasing - Department of Operations
  • Transit Passenger Charters - Department of Operations
  • Lake Ontario Park Campground Operations - Department of Community Services
  • Recreational Camp Programs - Department of Community Services
  • Belle Park Fairways Golf Course Facility - Department of Community Services

A limited number of smaller service areas and programs were identified for review in Phase I in order to assess and refine the process and testing before engaging in a review of the city's larger services areas.

KEEPING YOU INFORMED
