The City of Kingston has retained Totten Sims Hubicki Associates to undertake a Class Environmental Assessment, to examine alternatives for upgrades to Alma and Balaclava Streets. This project is following the process for Schedule B projects under the June 2000 Municipal Class Environmental Assessment document.

After reviewing the studies and comments received from agencies and the public, the study team undertook an evaluation of options and selected a preferred option. It includes the reconstruction of Alma Street as a one-way street, with one southbound travel lane and one parking lane. The option also includes reconstruction of Balaclava Street with no significant changes. Watermain and sewer will be replaced everywhere in the study area, and individual water and sewer pipes will be replaced from the mains to the property line. The following work is also planned:

  • Sidewalk will be replaced with standard 1.5 metre sidewalk
  • Hydro poles in the street on Alma will be removed, if possible, or else relocated to just behind new sidewalk
  • Impacts to existing trees and shrubs will be minimized; trees in the park will not be affected
  • Combined sewers on Alma and Balaclava Streets will be replaced with separate sanitary and storm sewers
  • Measures will be taken to protect the cemetery beneath the park

A Public Open House will be held to share study progress with the public and obtain input on the preferred option. More information about the project will be presented, and City and consultant staff will be on hand to answer questions. You are invited to attend the open house at the following time and location:

Information about this project can be found at on the City of Kingston Web site. We welcome public and agency input. Although input will be received throughout the course of the project, comments will have more impact if received by October 16, 2006.
