Corporate Organization Structure
The City corporation is citizen-focused and results-oriented. We continue to work to enhance service delivery, limit the level of future year taxation increases and decrease the backlog of capital works in progress. As a contributing partner to the Sustainable Kingston plan, the City of Kingston remains firm in its goal of becoming Canada's Most Sustainable City.
A refinement to our corporate structure includes the interchange of the departments of Building & Licensing and Recreation & Leisure. Building & Licensing is now part of Sustainability & Growth under the leadership of Commissioner Cynthia Beach, while Recreation & Leisure has moved to Community Services under the leadership of Commissioner Lanie Hurdle. A new department has been created, Corporate Affairs, which is led by Susan Nicholson, Senior Legal Counsel. Corporate Affairs supports the corporation and the CAO's office and continues to deliver legal advisory services for corporate and human relations. Corporate planning and policy administration, corporate strategic initiatives, development of performance indicators and annual reporting are integrated under Corporate Affairs.
On June 24, 2011, the Community Services Group was restructured to improve and emphasize City and community priorities. A new department entirely focused on Housing has been established. The Community & Family Services Department retains child care and employment services, while the new Housing Department continues the program administration and will take on the challenge of improving the housing situation by implementing the Municipal Housing Strategy.

The service groups led by the Corporate Management Team continue to have a distinct, but inter-connected purpose. With a philosophy of continuous improvement, together with Utilities Kingston and our community partners, we provide service that reflects our corporate values of teamwork, respect, integrity and pride.
