Report Card to Citizens

The City of Kingston has released its annual Report Card To Citizens, detailing Municipal Performance Measures Program (MPMP) results for the previous year (2008).

The Report Card was first introduced in 2000 as way to share important information regarding the delivery of municipal services and to evaluate the efficiency and effectiveness of those services.

MPMP is a provincial initiative introduced by the Ministry of Municipal Affairs and Housing and includes both efficiency and effectiveness measures. Efficiency measures indicate the amount of staff time and money used to deliver a service — essentially a measure of the cost of service delivery — while effectiveness measure indicate the extent to which a service is achieving its intended results.

These measures focus primarily on service quality, benefits to citizens and the impacts on the quality of life in the community.
