Definition

In addition to its political role, municipal government is responsible for ensuring the delivery of many of the services Label: Project Planand programs that impact our daily lives. The strategy for this priority is the first step in a long-term change initiative that will transform our municipal government into a service-oriented organization that encourages citizen input in local government decision-making. This strategy is both dependent upon and supportive of the strategies identified in the other priority areas. For example, a citizen focus will help to ensure the policies we are developing in the Environment and Planning areas are truly reflective of our citizens' wants and needs. Open, accessible government and improved access to civic and community information will empower our residents and help to create a better community.

Organizational Assessment
& 3-Year Plan

PROJECT DESCRIPTION

Conduct an organizational assessment to establish where the Corporation of the City of Kingston stands as compared to the National Quality Institute (NQI) standards for Public Service Excellence. The Organizational Assessment will assess the Corporation based on our culture, strategic focus, processes and results. The assessment data will be used to prioritize a few key initiatives for action in 2003. Once identified, specific plans will be developed for each key initiative and integrated into a longer-term 3-year "Excellence" plan.

PROJECT OUTCOMES

The Assessment is the first step in a continuous process that will:

  • Lead to organizational effectiveness and service excellence.
  • Identify short and long-term improvement opportunities.
  • Provide the information needed to set priorities and implement solutions.
  • Lead to the development and implementation of a continuous process of improvement.

PROGRESS INDICATORs

  • Increased citizen satisfaction with municipal services.
  • National Quality Institute recognition for progressive improvements.
  • Increased level of public participation in local government decision-making.
