Applications for membership on the Election Compliance Audit Committee are open until June 5.

Council usually appoints people to the various committees and boards in the fall. However, you can express your interest by applying at any time. We keep your application on file for the next time a position becomes available.

Key duties and responsibilities

The duties of a committee member and the approximate breakdown of time spent on each of these tasks are:

  • Attending and participating in meetings (60%)
  • Reading meeting agendas and reports (35%)
  • Email correspondence (5%)

Eligibility criteria 

  • 18 years of age or older, unless applying for a youth representative position open to ages 15-24 
  • a resident or business owner in Kingston 

Nomination process 

Remember that you can apply at any time, and we will hold your application until a position opens on the committee or board you are interested in.

  2. The Nominations Committee reviews all applications and makes recommendations to Council 
  3. Council approves the recommendations 
  4. If your application is approved, you will be contacted by City staff

The Nominations Committee uses this information to help make its appointment recommendations to Council. Recruiting: Three public members

The Election Compliance Audit Committee considers applications for compliance audits of candidates and third-party advertisers in municipal elections. 

Any eligible elector who believes, on reasonable grounds, that a candidate or third-party advertiser has contravened the Act's campaign finance provisions may file an application for a compliance audit. Those provisions apply to candidates and third-party advertisers and to individual contributors to a candidate's or third-party advertiser's campaign. 

The City Clerk reviews the contributions reported on the financial statements of all candidates and third-party advertisers and prepares a report identifying any contributors that appear to have contravened the contribution limits. 

Under the Municipal Elections Act, 1996, the City of Kingston must have the compliance audit committee in place by October 1, 2026. This committee: 

  • considers all applications for a compliance audit of a candidate's or third-party advertiser's election finances.
  • decides if a compliance audit application should be granted or rejected.
  • considers reports from the City Clerk where a potential contravention of the individual contribution limits of the Municipal Elections Act, 1996, may have been contravened.
  • decides if legal proceedings should be brought against a contributor for an apparent contravention.  

​To avoid a conflict of interest, any auditor or accountant appointed to the committee must agree in writing to not undertake the audits or preparation of the financial statements of any candidates in the election for which the committee is established or any third-party advertiser registered in the City of Kingston. If any member fails to comply with this requirement, the member's appointment to the committee is deemed to have been revoked by council.  

Members will receive compensation of $240 per meeting attended, including any orientation meeting(s). 

Skills:

Knowledge of the campaign financing rules of the Municipal Elections Act,1996, experience in preparing or auditing financial statements, and expertise in political science or local government. This position may interest accountants, auditors, legal professionals, government administrators and college or university professors. Previous experience on a committee or board is considered an asset.
