ANSWERS:

How was my 2006 interim tax bill calculated?

A: Your 2006 interim tax bill is based on 50% of your 2005 final tax bill. For properties that were billed taxes for part of the year because assessment was added during the year, we use a restated 2005 tax levy. The restated 2005 tax levy includes the additional taxes that would have been levied if the property had been levied for the entire year.

For new properties not billed taxes in 2005, we multiplied the assessed value of your property by the 2006 interim tax rate to calculate your 2006 interim tax bill.

Past due amounts on this tax bill include pre-calculated interest, which is due if your account was not paid up before January 31. Actual interest will be charged to tax accounts for past-due amounts on February 1.

If you made a payment on your account between the billing date and January 31, call Customer Services at (613) 546-0000 for an updated balance before paying your 2006 interim tax bill.

What are assessment class/property codes?

A: Assessment codes determine the appropriate tax rate(s) and school support that will be applied to your property.

  • First letter: represents the tax class: R - Residential, F - Farm, T - Managed Forest
  • Second letter: represents the tax liability: T - Full Taxable
  • Third & fourth letters: represent school support: EP - English Public; ES - English Separate; FP - French Public; FS - French Separate; N - No Support*

* School tax levies resulting from No Support are distributed to school boards based on enrolment factors supplied by the Province of Ontario.

Note: The assessment printed on your 2006 interim tax bill is the 2006 assessment on your property. We did not use this amount to calculate this tax bill.

What is the Provincial Reassessment Program?

A: All properties in Ontario are assessed by the province's Municipal Property Assessment Corporation (MPAC). MPAC classifies properties and updates current value assessments on an annual basis. The assessed value of your property is used to determine your total year's tax levy.

How does my property assessment affect my property taxes?

A: Your property's assessment reflects market value and determines the amount of taxes you pay. All properties in Ontario have been assessed for 2006 using a base year of January 1, 2005. Notices were mailed by MPAC to property owners in September 2005.

When we send the 2006 final tax bill in June, we will provide you with detailed information about 2006 tax changes resulting from assessment and amounts levied to provide City of Kingston services. Keep in mind that the 2006 interim tax bill is based on 50% of the 2005 final tax bill.
