Sydenham Heritage Area Designation
Known for its beautiful historic homes and buildings, Sydenham Heritage Area consists of about 550 properties bordered roughly by Johnson Street, Barrie Street and Lake Ontario. This charming neighbourhood is home to notable properties such as McIntosh Castle, the Frontenac County Courthouse and the Martello Tower housing the Murney Tower Museum.
As required under the Ontario Heritage Act, the City is now developing a Heritage Conservation District Plan and Guidelines to support the proposed Old Sydenham Heritage Conservation District (HCD). This is the document that will guide all heritage, building, and planning approvals within the proposed district and was developed based on the Final HCD Study report (available for download at right).
Public Comment
A Public Open House was held in May and an online Your Opinion comment opportunity was posted (the deadline for comment was May 28). The received public feedback will be factored into the creation of the Plan and Guidelines.
Developing the HCD Study
The City has completed a report on the possible designation of the area as a Heritage Conservation District (HCD). The Final HCD Study is available for download at right Such a designation would allow the City to guide future change in the district with a plan, policies and guidelines focused on conserving, protecting and enhancing the district's historic character.
During the preparation of the report, more than 60 residents attended a May open house and a July drop-in session at City Hall. A third public meeting was held at Newlands Pavilion in September.
In addition, citizens could also offer their thoughts on the proposed HCD designation through an Online "Your Opinion" comment form.
The HCD designation is achieved under Part V of the Ontario Heritage Act. The designation could be use to preserve vistas and space within the area in addition to its buildings and streets. Kingston's Market Square and Barriefield Village areas enjoy this designation.
At the open houses, heritage consultant Carl Bray explained why the Sydenham Heritage Area might qualify for the designation and how citizens could be involved in shaping the elements of an HCD plan and the designation bylaw that would manage the area.
