Innovation Drive Extension EA

The City has conducted an Environmental Assessment (EA), with help from J.L. Richards and Associates, to explore extending Innovation Drive to connect the St. Lawrence Business park to Kingston Road 15 (formerly Highway 15). The preferred and recommended option [PDF: 16KB], now under consideration by City Council, would extend Innovation Drive to Kingston Road 15 along a south route to align it with the future entrance of the residential subdivision expansion on the west side of Kingston Road 15. The extension will provide a second entrance for the St. Lawrence Business Park.

BACKGROUND

The Class Environmental Assessment (EA) to extend Innovation Drive from Discovery Avenue to Kingston Road 15 was initiated in the Fall of 2008.

Developments in St. Lawrence Business Park (such as Lyreco Distribution Centre, the Empire Professional Industrial Centre, and the Tim Horton's restaurant), have increased traffic volume through the current single entrance. Extending Innovation Drive to Kingston Road 15 will provide a second entrance, potentially alleviating level of service issues and enhancing the market attractiveness of the Business Park. In addition to extending the roadway and creating a new intersection, existing underground services are planned to be extended.

The timing of the construction of the residential subdivision expansion is unknow, no application for Plan of Subdivision has been made.

PUBLIC CONSULTATION

Public and agency consultation is a key element of the Class EA process, and input was sought and received throughout the project duration. In January, residents and other interested members of the public were invited to view and comment on the meeting's presentation on the City's website.

A Neighbourhood Notice was mailed to over 100 nearby property owners. The mailed Notice met the public consultation requirements of the Municipal Class EA.

Four strategies were evaluated to ensure the preferred solution minimizes impacts on the natural and social/cultural environment while optimizing capital and operating investments.
