John Counter Blvd Environmental Assessment Study

The City of Kingston initiated — and has now completed — an Environmental Assessment Study to define a Recommended Plan for John Counter Boulevard (formerly Counter Street), between Division Street and Princess Street. This project was undertaken as a Schedule "C", Class EA in accordance with the Municipal Engineers Association Class Environmental Assessment Study for Municipal Roads, 2000. The study area being considered is shown on the key plan below.

John Counter Blvd is a major east-west arterial link in the City of Kingston serving local and regional travel demand. It serves as the primary east-west route to industrial and commercial land uses in the study area, and a major employment area in the City. John Counter Blvd also provides a key link in the City's east/west arterial network linking to: Princess Street, Division Street and, in the future, to Montreal Street.

The purpose of the study was to:

  • Accommodate all methods of transportation (walking, cycling, transit, good movement and the automobile);
  • Significantly improve capacity of all intersections;
  • Improve safety;
  • Consider existing and future development;
  • Facilitate long term network expansion;
  • Define the requirements for the CN Rail grade separation; and
  • Receive environmental clearance for the Recommended Plan.
