Urban Growth Strategy: Update To 2010

As previously noted the Urban Growth Strategy's conclusions, recommendations and means of implementation were approved in principle by Council on July 14, 2004, and that the study was used in the development of the City's new Official Plan (see link at right). The directions for Urban Growth in terms of the urban boundary, intensification, and phasing were refined and incorporated into Section 2, Strategic Policy Direction, of the Official Plan. The final Urban Growth policies and map schedules of the Official Plan were adopted by Council on July 15, 2009 as part of the Official Plan process and approved by the Municipal Affairs and Housing on January 27, 2010.

The intent and direction for the areas of development and the recommended policies of the 2004 Urban Growth Strategy generally remained the same and are reflected in the new Official Plan. However, there were a series of reports and evaluations that occurred from 2004 to 2009 that resulted in updates to the original Urban Growth Strategy work. These were as a result of working sessions with Council and meetings with Planning Committee; the new 2005 Provincial Policy Statement coming into effect; the release of the 2006 Census Canada data; updates to the population and housing projections for the City of Kingston (updated with the new 2006 Census statistics); updated inventories of the residential vacant lot/unit supply; updated residential building permit activity; input from the Ministry of Municipal Affairs and additional employment area analysis.   • Report to Planning Committee, dated Sept. 20, 2007, PC-07-065, Urban Growth Management Strategy - Following a working session in 2006, Council instructed staff to include, in the new Official Plan, the latest Urban Growth Management Strategy policies as contained in the drafts of the Official Plan Amendments. These policies were to be considered in the new Official Plan, in the broader planning context, \ rather than be processed as amendments to the 3 existing Official Plans. Report PC-07-065 provided Planning Committee with the revised Urban Growth Management Strategy. It was referred back to staff to review areas of concern identified by members of the Planning Committee.
  • Memorandum, to Planning Committee, dated Oct. 9, 2007, Urban Growth Strategy, Follow up to Sept, 20, 2007, report, Revised Urban Growth Management Strategy policies were considered at the October 18th meeting and staff were directed to undertake further refinements.
  • Memorandum to Planning Committee, dated November 1, 2007, Urban Growth Strategy, Follow-up to Oct. 9 2007, memorandum, The purpose of this memorandum was to respond to issues raised regarding the Urban Growth Management Strategy policies. Revised policies and mapping dated October 25, 2007, were included.

    On Nov. 20, 2007, Council endorsed the Urban Growth policies and mapping dated October 25, 2007, as the approach to Urban Growth Management that was to be used in the development of the new Official Plan and Zoning Bylaw.

  • Report to Planning Committee, dated May 15, 2008, PC-08-043, Census 2006 Update, which provided information with respect to the release of Statistics Canada, Census 2006, data for the City of Kingston and the Census Metropolitan Area (CMA). The CMA includes the City of Kingston, South Frontenac Township, Loyalist Township and Frontenac Islands Township. The report included the population profile and housing statistics.
  • Report to Planning Committee, dated September 18, 2008, PC-08-084, Pending and Committee Residential Development Supply and Residential Building Permit Activity, 1998 to June 30, 2008, updated the inventory of the supply of vacant residential lots/units which were either committed for development or where the approval was pending. The inventory was accompanied by a map showing the geographic location of each development proposal.
  • Report to Planning Committee, dated September 18, 2008, PC-08-083, Population and Housing Forecast - This report presented updated population and housing projections for the City of Kingston by the demographers at TeraTrends. The projections were for the 2006 to 2026 study period and were based on 2006 Census Data and updated parameters to the population model. Three scenarios, a low, a medium and a high projection were provided.
  • Report to Planning Committee, dated November 6, 2008, PC-08-092, Urban Growth Management, regarding the urban boundary and the recommendations from the Ministry of Municipal Affairs and Housing letter dated August 21, 2008 responding to the draft Official Plan. The report dealt with the residential land use system and discussed: the location of the Urban Area Boundary as it related to the Final 2004 Urban Growth Study; the name applied to the boundary; the development of density targets; the timing and accommodation of projected dwelling units; and the development of an urban intensification target.
  • Report to Planning Committee, dated August 6, 2009, PC-09-067, City of Kingston Urban Area Industrial Land Review focused on the industrial lands located within the City's urban boundary and industries located in the rural area that received site plan control approval between January 2002 and December 2008. The Review was essentially an information gathering exercise regarding the City's designated and zoned industrial in a document entitled "City of Kingston Urban Area Industrial Land Review" which was an attachment to Report PC-09-067.
