Wellington Street/ Mid-Block Extension

A Wellington Street Extension has been planned for many years. Initial studies focused on the area between Bay Street and Railway Street; later work highlighted the need for a new northern roadway connection between Railway Street and Elliott Avenue / John Counter Boulevard.

In 2004, the Kingston Transportation Master Plan (KTMP) outlined the City's "strategic direction for development of its transportation networks, programs, and priorities."

A major component of the KTMP was the development of a list of recommended infrastructure projects to satisfy the City's future travel demand.

The KTMP identified a future deficiency in north-south capacity in the area between Elliott Avenue and the Downtown. To determine the optimal solution for addressing this deficiency, a comparative evaluation of alternatives was carried out. From this evaluation, the Wellington Street Extension and Mid-Block Arterial projects emerged as part of the preferred alternative.
