City of Kingston's Emergency Plan
The City of Kingston's Emergency Plan was first approved by City Council in November of 2003. The latest version of that plan — Version 5.0 — was approved in November 2010 and is available for download using the link at right.
The City of Kingston's Emergency Plan is one component of the City's emergency management program. In the event of an emergency situation, the plan assigns responsibilities and guides the actions of key officials. [SEE DETAILS BELOW]
PLAN PURPOSE
- to make provision for the extraordinary measures that may have to be taken to protect the health, safety, and welfare of residents and visitors in the City of Kingston
- to limit or prevent damage and destruction of property, infrastructure and the environment when faced with a major emergency situation that requires coordinated action beyond normal procedures.

KINGSTON'S EMERGENCY MANAGEMENT PROGRAM
The Office of Emergency Management coordinates the City of Kingston's Emergency Management program, leading and coordinating a variety of projects — in addition to the City's Emergency Plan — to support the program's four major components:
- Prevention/Mitigation - Taking actions to prevent/reduce the impacts of a major emergency in Kingston.
- Preparedness - Informing City staff, community partners, and residents about Kingston's risks and hazards, and educating the public about how to become better prepared. Conducting training and emergency exercises.
- Response - Managing the City's Emergency Operations Centre in accordance with the City of Kingston's Emergency Response Plan.
- Recovery - Taking actions to recover from an emergency or disaster.
