Multiplex Community Centre Steering Committee
On October 26, 2004, Council established a steering committee to develop, recommend and then oversee the implementation of a detailed work plan for the planning, site selection and construction of a community centre that will include multiple ice pads, ancillary community space and possible other complementary uses. The new multi-recreational complex will replace, in time, a number of older arenas in the City. In 2001 Council commissioned the Arena Capacity and Expansion Study that highlighted the need to replace the City's aging recreational structures.
In 2004 Council formed a similar steering committee to examine the possibility of building a Large Venue Entertainment Centre (LVEC) in Kingston's downtown. That steering committee will present its findings to Council in 2005.
The Multiplex Community Centre Steering Committee was established on November 22, 2004. Its term ends upon the start-up and commissioning of a new multiplex community centre. It is expected that the construction will commence mid 2006 with an anticipated completion date late 2007, or 2008.
TERMS OF REFERENCE SUMMARY
The task of the Steering Committee is to consider and make recommendations on:
- The merits of various community centre development options (ownership & operations); financial implications for each option; and a long term financial plan for capital construction and operation for the preferred option
- The merits of replacing or redeveloping a number of existing ice arenas
- Whether a NHL-sized pad addition is warranted and what other ancillary uses could be considered at Centre 70
- The potential for community partnership/sponsorship agreements with the City
- Developing Request for Proposals Guidelines including a preferred location and partnership opportunities
- How to engage the community in the process
