Archive: Summary - Operator RFP

The Request for Proposals for Operator of the Large Venue Entertainment Centre has been prepared for the operation of Kingston's downtown sports and entertainment facility. The Operator will take on many of the aspects of promoting the facility including:

  • marketing of the suites,
  • marketing of events,
  • provision of furnishings and fixtures for food concessions,
  • sponsorship and advertising for the facility.

Proposals will only be accepted from the three short-listed proponents from the Request for Information process in November, 2005.

The teams short-listed for Operator of the Large Venue Entertainment Centre are:

  • Capital Sports
  • Global Spectrum
  • O&Y SMG

Proponents will be asked to provide proposals that reflect their experience and their ability to be the best long-term partner for the City. Proposals are requested for a term of five years, shorter than most contracts for this type of facility. Proposals for longer term agreements will be considered and evaluated based on the best financial plan for the City and the ongoing success of the entertainment centre. The shorter term provides more flexibility for the City to analyze options.

Proponents will be required to submit the details related to their ongoing management philosophy and concept of operations which will be evaluated based on the ability to meet or exceed the expectations within the Business Plan and Market Study as approved by Council.

The Operator will also be required to provide furnishings and fixtures related to the facility outfitting the concessions and the restaurant and general operations.

Proposals will be evaluated based on the criteria below:

Price and related costs (40%):
A detailed financial proposal will be required that includes compensation plans and any investments by the Operator. It will also include the provision of food and beverage as well as sponsorship and advertising contracts.

Submission Content and Subsequent Discussion (50%):
Submissions will detail the proponent's management philosophy, corporate makeup and responsibility, and further detail estimated costs for annual repairs, maintenance and capital repairs for the facility. Submissions will also include a marketing plan, and the proponent's approach to ticketing operations, financial management, sponsorship and advertising. Proposals will also be rated based on their approach to stakeholder relations, including their ability to demonstrate their relationship with the community and stakeholders to promote tourism, and complement other City cultural venues and events.

Demonstrated Experience and References (10%)
The proposals will be ranked on the proponent's record of success in areas of expertise necessary to operate a sports and entertainment centre of similar nature, size, scope and complexity.

Operators will be asked to provide proposals for sponsorship and advertising including the naming rights for the facility.

The preferred proposal will be recommended to Council by the Technical Evaluation Committee. After Council has chosen the preferred Operator, negotiations will begin to finalize a contract. A summary of the proposals including major differences will be provided to Council for them to make a final decision and award the contract.

The successful proponent will be involved in:

  1. Reviewing the design-build specifications
  2. Selection of the Design Team
  3. The sale of suite and club seat licenses, naming rights and sponsorship and advertising
  4. All aspects of Furnishings, Fixtures and Equipment, including the build-outs of food and beverage services
  5. The management of all pre-opening activities
  6. Ongoing operations
  7. Booking of recreational ice time for use by community users

They must respond to the City of Kingston in their proposals for the provision of:

  1. Major rock, country and/or pop concerts
  2. Family shows such as ice shows and circuses
  3. Conference and trade shows
  4. Consumer shows
  5. Private events such as business meetings, weddings and banquets
  6. Amateur and professional sporting events

Staff is requesting the authority to proceed based on the concepts in the Request for Proposal. On the selection of the preferred proposal, a report with recommendations will be provided through the Steering Committee for Council's final approval. Updates will be provided to all members of Council on a regular basis.
