Archive: Proposed Designs
On May 11, the city unveiled models of proposed designs for the Kingston Sports and Entertainment Centre (the LVEC) submitted by each of the four teams bidding to design and build the facility.
You can view selected images of the models using the links at right. Also available is additional explanatory material originally provided by the design/build teams for distribution at a May 11 open house.
The models show the proposed building within the context of the North Block area. Some show the building masses of potential future development permitted under the current zoning for the area.
Each model has been assigned (by lottery) a letter from A through D in order to make it easier for staff and citizens to refer to the proponents' submissions in future comments.
The City will be asking for feedback on each building's design, respect for heritage and how each fits with future development approved for the North Block area.
In February, the City initiated a request for proposal process to design and build a state-of-the-art Sports and Entertainment Centre. A short-list of pre-qualified design/build teams were asked to submit their proposals. The teams short-listed for design/build of the Large Venue Entertainment Centre are:
- Ball Construction and PBK Architects
- Ellis Don Construction and Brisbin Brook Beynon Architects
- PCL Construction and Parkin Architects and Rossetti Associates
- Giffels Construction and Norr Architects
A technical committee is reviewing each team's proposal, rating each based on the project schedule and management plan, site plan, building design and specifications, accessibility, the mechanical and electrical design, urban design and functional space program, the ability to meet a LEED Silver designation, operating and maintenance cost estimates and the total cost of the proposal.
On May 30, staff will report back to City Council with a recommended design/build team. The May 30 report will also address funding for the construction of Kingston Sports and Entertainment Centre.
