Regional Sports & Entertainment Centre Update

This is a brief update on the Kingston Regional Sports and Entertainment Centre. These updates will be issued to you on a monthly basis and can be used for circulation to your membership.
Construction begins at 33 Barrack Street
With the archaeological work completed and a formal sign off from the regional archaeologist, EllisDon has started excavating the site. EllisDon is also starting foundation work which is scheduled to be completed in December 2006. Erection of steel structure will start in January 2007.
Both EllisDon and the city are monitoring the soil during construction. Should any environmental concerns arise, Pinchin Environmental has been contracted to assist.
Street Closure
During construction street closures will be required. A section of Place d'Armes will be closed beginning Tuesday, November 7th to facilitate construction of the Kingston Regional Sports and Entertainment Centre. The eastbound lane between King and Ontario Streets will be closed to motorists and cyclists until further notice. The east and westbound lanes of Barrack Street between Ontario and King Streets will be shifted to the south to make room for construction fencing and will remain open to motorists and cyclists. There may be certain construction activities that will necessitate short term closures of Barrack - staff will work with Ellis-Don to minimize disruption in this regard.
Any additional road closures will be publicized on the city Web site and in the Tuesday editions of the Kingston This Week.
Parking and Accessibility
City staff are currently working with the operator to clearly identify accessible and general parking areas downtown and to improve the accessibility to the facility. In the coming months, City staff will update the Municipal Accessibility Committee on progress and options.
Design Build Contract & Drawings
The design/build contract with EllisDon has been signed for a total of $31,149,000, including $1.2 million for LEED Silver. The contract also includes a construction schedule with a completion set for December 2007.
In April 2004, City Council adopted the first municipal Leadership in Energy and Environmental Design (LEED) policy in Ontario. A LEED building design has consideration for: energy efficiency, water efficiency, site selection, material selection, process innovation and indoor air quality. Depending on the number of LEED attributes incorporated into the design, a LEED building will be certified either silver, gold or platinum.
Design drawings are currently at 60% completion. The drawings are being reviewed by consultants for compliance and also by partners such as the Kingston Frontenacs and Kingston & District Sports Hall of Fame for functionality. The design drawings should be 90% complete by the end of November 2006.
Operational Contract & Naming Rights
Staff are working closely with Arcturus/SMG to finalize the operator contract. As part of the contract Arcturus/SMG will provide the city with support by managing the process for naming rights and restaurant operation. Arcturus/SMG will also oversee all marketing, programming and suite sales.
