Regional Sports & Entertainment Centre Update

This is a brief update on the Kingston Regional Sports and Entertainment Centre. These updates will be issued to you on a monthly basis and can be used for circulation to your membership.
Programming/Events
Arcturus/SMG has received a 100% OHL schedule and is currently speaking to promoters to confirm dates for events in consideration of the hockey schedule and recent construction labour activities.
Arcturus/ SMG has also attended the Arena & Event Marketing Conference in Dallas, Texas to attract promoters of major family shows, sports properties and independently produced concerts. Tentative and firm bookings for the following types of events have been made:
- Two sports events
- One family show
Commitments have been secured for all suites. Formal agreements for suite holders will be issued in the next weeks.
Construction Update
In late June, EllisDon advised the City that there will be a delay in completion date of the project due to the operating engineers' strike and the labourers' strike. It is expected that the minimum delay will be equivalent to the number of days the trades were on strike. Labourers returned to work on June 24th. Both strikes combined represent a delay of about one (1) month with operating engineers on strike for one (1) week and labourers on strike for three (3) weeks. It is typical for construction projects to be affected by labour strikes. Strike is considered a "force majeure" in the design build contract and the City cannot request that EllisDon accelerate work on site because of a strike.
Fundraising Campaign
Staff and consultant are completing all promotion items for the campaign including the case for support which will be used for major gifts. Brochures and magnets have been distributed to a number of businesses. Magnets are being sold at $5 each.
The case for support which will be used for major gifts will be completed in July.
Corus Entertainment held a concert on June 29th during which all revenues from t-shirts sold were donated to the fundraising campaign. A total of $7,686 was raised. Other media, community organizations and businesses are also planning events to contribute to the fundraising campaign.
The City currently has a total of $509,972 in donations and pledges to the project, which is about one quarter of the fundraising goal. The campaign was launched on May 1, 2007. Donations can be made at the campaign office which is located on the main floor of City Hall.
Expansion of 1000 Seats
Council approved the structural expansion to allow for future installation of 1000 seats. The cost for this structural expansion is $384,100 and will come from the Municipal Capital Reserve Fund. This expansion will also provide full circulation around the concourse on the Club Level.
Noise Studies
Mechanical and generator noise reports are complete. Both are below MOE regulations. Applications for a Certificate of Approval will be submitted to MOE within the next months.
Furthermore, as per Council's request, staff have contacted State of the Art Acoustik to obtain the following reports:
- A report combining mechanical and generator noise.
- A report combining mechanical, generator and concert noise, during events.
- Staff have also asked that the computer simulation area covered for mechanical and concert noise be extended by 400 feet to ensure that noise levels reduce when the distance increases between the source of sound and the point of reception.
Interior Acoustics
City staff held a meeting with Downtown Kingston BIA members, community members and staff from EllisDon to discuss concerns regarding acoustics.
The City and EllisDon have been working on review of the tectum panels and roof decking used for acoustics. A meeting with Valcoustics, State of the Art Acoustik, EllisDon and City staff will be scheduled within the next month to review all options and identify the appropriate acoustic system for the facility which will also comply with contractual obligations.
