Regional Sports & Entertainment Centre Update

This is a brief update on the Kingston Regional Sports and Entertainment Centre. These updates will be issued to you on a monthly basis and can be used for circulation to your membership.

Programming/Events

February 22, 2008 has been set as the new opening date for the venue. That night, the Kingston Frontenacs Hockey Club will play host to the Belleville Bulls. City staff will also be organizing tours during a community open-house, which is tentatively scheduled for February 21, and Arcturus/SMG is also planning events for the opening weekend.

Construction Update

Site plan approval was issued by the City's Planning Department in August.

In July, EllisDon submitted a revised schedule which accounted for the strike delay of about five weeks. The revised schedule provided for a first event date of February 22, 2008. Prior to the strike, it was anticipated that the Centre would have been ready to host events on January 15, 2008. In August, EllisDon made some minor updates to the construction schedule.

Construction activities that took place during July and August include steel erection, roofing system, precast seating bowl, mechanical and electrical rough-ins and exterior precast cladding. Work in the next month will occur on the roof, the walls, including limestone, curtain wall and windows. It is expected that the building will be fully enclosed by October 18.

Fundraising Campaign

The Case for Support, which will be used for major gifts, was completed in July. The major gifts phase of the campaign began in mid-August.

In July, there were a few events held during which the Sports and Entertainment Centre fundraising campaign was promoted including an autograph session with Jayna Hefford and Jay McClement at City Hall and a Mary Lambert Concert in Confederation Park, presented by the Downtown Kingston BIA.

More fundraising/promotion events are planned for this fall including: the introduction of the 2007/08 Kingston Frontenacs Hockey Team on September 18, the Chamber of Commerce Autumn Business Mixer on September 27 and a business seminar with special guest Ken Wong on October 10 - in partnership with the Chamber of Commerce.

As of September 10, the campaign has raised a total of $ $555,496.50 in donations and pledges to the project, which is 27.8% of the fundraising goal.

Federal Funding

Through consultation with federal staff members, it was determined the project met the qualifications for funding under the Canada Strategic Infrastructure Fund (CSIF). Funds from this program are 'directed to projects of major federal and regional significance in areas that are vital to sustaining economic growth and enhancing the quality of life of Canadians.' As a result, an application was submitted to The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities for consideration of up to $8 million in project costs. As the application is being processed, ongoing updates will be provided to Council and stakeholders.

Noise Studies

As per council's request, staff had a number of additional noise reports produced which combined various noise sources. The most recent report issued combines concert, mechanical and generator noise. The finding of this report shows a reduction of 5 dBA on the Frontenac Condominium Village compared to the concert noise model. The noise impact is now between 50 to 54 dBA in that area during concerts compared to 55 to 59 dBA in the previous concert noise report. This reduction was achieved as a result of including the lower roof wall, which was not fully designed when the original concert modelling was completed.

Interior Acoustics

A meeting was held with EllisDon, Valcoustics, State of the Art Acoustik and BBB Architects to review acoustics options. Five measures were identified to be modeled and improve the acoustic system:

  1. Wall treatment on the back wall of the South concourse.
  2. Tile on the underside of the suites.
  3. Ductliner board at the vertical roof gable ends.
  4. Acoustic deck at the east roof.
  5. Hanging baffles.

The four first options were modeled and provided the following reverberation times:

  1. Centre at full capacity - 2.3 seconds
  2. Centre at 2/3 capacity - 2.5 seconds
  3. Centre at 1/3 capacity - 2.6 seconds

The original acoustic modeling provided for a reverb time of 2.8 seconds at full capacity. The last options (hanging baffles) will be modeled within the next few weeks and a memo with detailed information will be provided to council.

The intent of the contract is to provide a review of the acoustic system to ensure it is similar to facilities such as John Labatt Centre, Ricoh Centre, GM Place and Air Canada Centre. Arcturus/SMG is contacting concert promoters to obtain clear information on the acoustic requirements for various concerts.
