Community Leasing And Licensing Policy

In May of 2011, Council approved a Revenue Leasing and Licensing Policy to establish guidelines for the leasing/licensing of City-owned property. Deferral of a key component regarding the lease/license of space at below-market rates to community groups was deferred pending a public consultation process.

Next steps

After having first introduced a discussion paper and conducting a public/stakeholder engagement process in late June, staff in the Real Estate and Construction Services Department have developed a draft Community Leasing and Licensing Policy. The draft policy, available at right, was presented to all interested residents and stakeholders Oct. 24, 2011, at a public information session which was held at the Central Branch of the Kingston & Frontenac Central Library.

Based on the feedback received, staff will be making some modifications to the draft policy in order to provide further clarity and will thus be deferring the presentation of the report and draft policy to the Administrative Policies Committee until the Dec. 8, 2011 meeting.

Highlights of the draft Community Leasing and Licensing policy are:

  • Minimum eligibility criteria
  • Process to evaluate new requests and current occupancies
  • Requirement for alignment with City department and programs
  • Funding formula geared towards encouraging self sufficiency and sustainability
  • Introduction of Municipal Capital Facility Agreements as a tool for enabling significant community initiatives

The draft policy is accessible by clicking on the icon to the right. The new section on Community Leasing and Licensing is added to the end of the approved Revenue Leasing and Licensing policy as Section 15 and is highlighted in red along with other minor updates throughout.
