Parks & Recreation Master Plan

The City's Parks & Recreation Master Plan, available for download at right, was approved by City Council in July 2010.

The City's parks and open spaces, recreational facilities and leisure programs encourage physical activity, social interaction and enjoyment of the outdoors and enhance Kingstonians' quality of life.

The Parks & Recreation Master Plan will guide the management parks and recreation services to be environmentally responsible, cost effective, accessible and responsive to the needs of the community. Over the next 15 years, it will guide future policy, operations and maintenance efforts, and capital improvement decisions and act as a strategic framework for services, programs and facilities like those offered at the INVISTA Centre, the City's arenas, sports fields, parks and Artillery Park Aquatic & Fitness Centre.

The Master Plan will address:

  • Types of recreation and leisure programs, facilities and venues that are required;
  • Where these services and facilities should be provided;
  • When these services and facilities will be required;
  • How these services and facilities will be funded.

Extensive Consultation with the Public

The Master Plan was developed with extensive public and stakeholder consultation, including:

  • Two rounds of public meetings.
  • An online Your Opinion comment opportunity.
  • Household Survey — more than 350 random Kingston households were contacted by telephone in April.
  • Community Search Conference — with interested stakeholders and community members. Also held in late April.
  • Surveys of community groups and other local stakeholders.
  • Interviews with City Councillors and staff.
