Parks & Recreation Master Plan

The City's parks and open spaces, recreational facilities and leisure programs encourage physical activity, social interaction and enjoyment of the outdoors and enhance Kingstonians' quality of life.

A public presentation and meeting on the draft Parks & Recreation Master Plan was held January 13. Comments on the plan were accepted online until February 5.

The City is preparing a Parks & Recreation Master Plan to guide the management parks and recreation services to be environmentally responsible, cost effective, accessible and responsive to the needs of the community. Over the next 15 years, it will guide future policy, operations and maintenance efforts, and capital improvement decisions and act as a strategic framework for services, programs and facilities like those offered at the INVISTA Centre, the City's arenas, sports fields, parks and Artillery Park Aquatic & Fitness Centre.

The Master Plan will address:

  • Types of recreation and leisure programs, facilities and venues that are required;
  • Where these services and facilities should be provided;
  • When these services and facilities will be required;
  • How these services and facilities will be funded.

The City is seeking your help to determine the shape of this plan and direct the City's Parks & Recreation efforts over the next 15 years.

Extensive Consultation with the Public

The City has retained a project team led by Monteith Brown Planning Consultants to prepare the Master Plan supported by extensive public and stakeholder consultation, including:

  • Household Survey — more than 350 random Kingston households were contacted by telephone in April.
  • Community Search Conference — with interested stakeholders and community members. Also held in late April.
  • Surveys of community groups and other local stakeholders are currently underway. Did we miss your group? Contact lcartwright@cityofkingston.ca to request a survey.
  • Interviews with City Councillors and staff (upcoming). Please discuss your suggestions and issues with your community representative(s).
  • Written submissions are always welcome. Send your thoughts to lcartwright@cityofkingston.ca or drop off/mail your submission directly to City Hall, 216 Ontario St., K7L 2Z3 care of the Recreation & Leisure Services.
  • Public Meetings. Drafts of the Master Plan will be presented at public meetings this Fall.
