Childcare Fee Subsidy Recommendations
The City of Kingston is now exploring recommendations regarding two policies that reimburse Licenced Childcare Providers (LCP) using municipal monies when:
- A parent defaults on assessed fees.
- A child is absent from the centre for more than the allotted maximum sick/vacation days.
These policies, which help ensure the reliability of income for LCPs associated with subsidized childcare spots, have a number of issues associated with them that are now under discussion. These issues — and suggested recommendations to change these policies as of Jan. 1, 2010, — are fully outlined in the Fee Subsidy Program [PDF: 108KB] discussion paper.
The recommendations, aimed at promoting fairness, addressing cost concerns, and bringing the City's policies in line with common practice, suggest in part:
- That Licenced Childcare Providers be responsible for collecting outstanding parental fee contributions.
- That Licenced Childcare Providers be responsible for collecting full fees for subsidized families that exceed their sick/vacation day allotments.
