Childcare Programs
The Ministry of Community & Social Services and the Ministry of Children & Youth Services designated the City of Kingston, Community and Family Services, Childcare Programs as the Service Delivery Agent for child care services.
In addition, Childcare Programs is responsible for the management of subsidized homemaking services under the authority of the Homemakers and Nurses Services Act.

Childcare Services Plan
The Kingston Frontenac Childcare Service Plan 2010-2012 [PDF 1.8MB] sets the course for the management of funded childcare programs and includes plans to minimize the impacts on children, families, and childcare operators through the phasing in of full day early learning programs (ELP) for children 4 and 5 years of age.

Fee Subsidy Program
The City of Kingston partners with licenced childcare providers to provide fee assistance to City of Kingston and County of Frontenac residents. Families wanting to have assistance with day care fees and place their child in a licenced centre must contact the centre directly to request a subsidized space. If a space is available, the centre will provide confirmation of space to the City. The City will then contact the family to book an appointment with the parent(s) for an income testing assessment application.
Subsidy is available for children ranging in age from infant to 12 years of age when their parent(s) is/are employed or enrolled in an educational or retraining program. Fees vary based on financial circumstances.

Wage Subsidy Funding
The Wage Subsidy program provides funding to licensed childcare programs and special needs programs to improve salaries and benefits to enhance staff stability and to make licensed childcare more affordable for all parents.
Homemaking Subsidy
Community and Family Services, Homemaking Programs determines eligibility for subsidized homemaking services to residents of the City of Kingston (only) based on financial verification. Requests for subsidized homemaking services should be made to the agency listed below:
