Housing

The City of Kingston is the Service Manager for the administration of social housing programs in the City of Kingston and Frontenac County.

Following the passage of the Social Housing Reform Act of 2000, the City of Kingston became accountable for:

  • Administration and funding of public housing programs.
  • Ownership of the shares of Kingston & Frontenac Housing Corporation (KFHC).
  • Administration and funding of certain non-profit supportive housing providers.
  • Administration and funding of the Rent Supplement programs for private and non-profit housing.
  • Administration and funding of federal housing programs, including Urban native and tripartite agreements.
  • Ontario Community Housing Assistance Programs (OCHAP) and Community Sponsored Housing Programs (CSHP).

To secure fair and easy access to social housing, as one of community services, the City of Kingston has established the Social Housing Registry for Kingston and Frontenac to manage a centralized waiting list for rent-geared-to-income (RGI) assistance for those who seek affordable housing or special needs accommodation.

Under the terms of the Central Waiting List Management Agreement with the City of Kingston, the Social Housing Registry started operations on October 1, 2002.

Legislated service levels for Kingston and the County of Frontenac:

  • At least 2,003 rent-geared-to-income households
  • At least 1,368 high need households
  • 74 modified units accessible for individuals with physical disability
