Residential On-Street Parking Pilot

Clergy & William Streets
and want a permit to park
on the street?
City Council has approved a pilot project for residential on-street permit parking in Sydenham District in the area bounded by King, West, Clergy and William Streets. This pilot project is intended to gauge demand for a parking permit program.
Applications will be issued based on availability.
INSTRUCTIONS FOR APPLICANTS
- Ensure that your residence is within the pilot project area — the area of Sydenham District bounded by King Street, West Street, Clergy Street, and William Street. Both sides of the boundary streets are included.
- Download and complete the residential on-street parking permit application [PDF: 22KB]. This form is also available for pick-up at the Payment Centre (City Hall, 216 Ontario Street, Kingston, Ontario, K7L 2Z3).

Prepare photocopies of the required supporting documentation as listed below:
For Homeowners:
- Proof of residency - Copy of a recent tax or utility bill in the applicant's name and matching the address provided on the application. Other acceptable documents showing proof of residency include a bank statement/credit card statement.
- Vehicle registration - A valid vehicle registration bearing the name of the applicant with the address on the registration matching the address on the application. If the vehicle is not owned by the applicant, then a lease/rental document or letter from the vehicle owner stating the owner authorizes use of the vehicle by the applicant.
For Tenants:
- Proof of residency - Copy of a recent lease/rental agreement in the applicant's name and matching the address provided on the application.
- A letter from the landlord or property management firm confirming the applicant does not have access to off-street parking.
- Vehicle registration - A valid vehicle registration bearing the name of the applicant with the address on the registration matching the address on the application. If the vehicle is not owned by the applicant, then a lease/rental document or letter from the vehicle owner stating the owner authorizes use of the vehicle by the applicant.
Temporary Permits:
- Proof of host's residency - Copy of a recent tax or utility bill in the host's name
- Vehicle registration - A valid vehicle registration bearing the name of the applicant. If the vehicle is not owned by the applicant, then a lease/rental document or letter from the vehicle owner stating the owner authorizes use of the vehicle by the applicant.
- Submit the completed application along with required supporting documentation to the Payment Centre, City Hall, 216 Ontario Street.

Choose method of payment:
- If purchasing in person: Cash, credit card (Visa or Mastercard), debit card, or personal cheque made payable to "City of Kingston".
- If submitting application by mail: Personal cheque or money order made payable to "City of Kingston".
PERMIT PRICES
Resident Permit = $30/month (includes taxes)
Temporary Permit = $12 (includes taxes). Valid for 7 consecutive days
Commercial Permits = $60/month (includes taxes)
PILOT PROGRAM OBJECTIVES
- Improve the ability of local residents to obtain required parking on their street.
- Achieve a balance of parking between local and non-local residents.
- To understand the elements of a successful residential parking permit program through direct experience in the Kingston context.
- Develop program criteria related to location, eligibility, application requirements, special privileges and conditions for a permit program.
- Establish policy direction related to permit program implementation, fees, street maintenance levels of service, monitoring and review.
Please note that the Residential Parking Permit holder is not exempt from overnight winter parking restrictions.
