Garbage Disposal Services

According to the Municipal Act:

  • Garbage disposal will be provided to the residential property class, with the exception of condominium properties.
  • Entire residential condominium buildings and new multi-residential properties and multi-residential properties may opt in for municipal garbage disposal.
  • Commercial properties within the Downtown Kingston Business Improvement Area (BIA) may opt in for municipal garbage disposal.
  • The cost of garbage collection will be funded through the general tax rate. The cost of disposal will be funded from residential properties (except condominium properties) through a special service area rate and through user fees for multi-residential and commercial properties, which have opted in for garbage disposal, and condominium properties where the condominium corporation has opted in for disposal on behalf of all property owners in the corporation.
  • Residential units will be allowed two bags of garbage per collection without tags.
  • Businesses in the BIA will be allowed six bags of garbage per collection without tags.
  • The cost of bag tags for extra garbage is $2 per tag.

GARBAGE DISPOSAL SERVICES FOR RESIDENTIAL PROPERTY OWNERS

  • No changes to level of service.
  • Municipal garbage disposal services will be provided, without the need to apply, to all residential properties with the exception of condominiums.
  • Residential units will be allowed two (2) bags of garbage per collection without tags; over the 2 bag limit, bag tags are required at a cost of $2 per bag. Curb side garbage may be put in regular bags or containers at a maximum weight of 20 kilograms, or 44 pounds. Bags left behind will have a sticker placed on them indicating why they were not picked up.

GARBAGE DISPOSAL SERVICES FOR CONDOMINIUM CORPORATIONS

  • There will be no service unless the condominium corporation applies for service on behalf of all owners.
  • Condominium corporations may apply for the municipal garbage disposal service program on a calendar year basis. Once a condominium corporation is registered in the program, applications will not be required for subsequent years. Service will continue until the corporation requests termination; however, there will be no refunds for partial years.
  • Application forms, which must be submitted by the condominium corporation, can be downloaded using the links above or from the municipal offices at City Hall - 216 Ontario Street.
  • Condominium corporations requesting municipal garbage disposal service will be invoiced an annual fee of $50 per residential unit per year.
  • Condominium units will be allowed two (2) bags of garbage per collection without tags; over the 2 bag limit, bag tags are required at a cost of $2 per bag.
  • Garbage may be put in regular bags or containers at a maximum weight of 20 kilograms, or 44 pounds. Bags left behind will have a sticker placed on them indicating why they were not picked up.

GARBAGE DISPOSAL SERVICES FOR MULTI-RESIDENTIAL
AND NEW MULTI-RESIDENTIAL PROPERTIES

  • There will be no service unless the property owner applies for service.
  • Multi-residential/new-multi-residential property owners may apply for municipal garbage disposal services on a calendar year basis. Once a multi-residential or new multi-residential property is registered in the program, applications will not be required for subsequent years. Service will continue until the owner requests termination; however, there will be no refunds for partial years.
  • Application forms for multi-residential/new multi-residential property owners can be downloaded using the links above or from the municipal offices at City Hall - 216 Ontario Street.
  • A fee of $50 per residential unit per year will be added to the final tax bill of multi-residential/new multi-residential property owners who request municipal garbage disposal service.
  • Multi-residential/new multi-residential units are allowed two (2) bags of garbage per collection without tags; over the 2 bag limit, bag tags are required at a cost of $2 per bag.
  • Garbage may be put in regular bags or containers at a maximum weight of 20 kilograms, or 44 pounds. Bags left behind will have a sticker placed on them indicating why they were not picked up.

GARBAGE DISPOSAL SERVICES FOR COMMERCIAL PROPERTIES
WITHIN THE DOWNTOWN BUSINESS IMPROVEMENT AREA

  • Commercial property owners within the Downtown Business Improvement Area may apply for municipal garbage disposal service on a calendar year basis. Once a commercial property is registered in the program, applications will not be required for subsequent years. Service will continue until the owner requests termination; however, there will be no refunds for partial years.
  • Application forms for commercial properties within the Downtown Business Improvement Area can be downloaded using the links above or from the municipal offices at City Hall - 216 Ontario Street.
  • A fee of $240 per business (prorated to $217.50 for 2012 to reflect an April 1st effective date). within a commercial property will be added to the tax bill of commercial property owners who request municipal garbage disposal service. In the application, owners will identify the name and address of each business within their property.
  • Each business unit within a commercial property is allowed six (6) bags of garbage per collection without tags; over the 6 bag limit, bag tags are required at a cost of $2 per bag.

PROPERTY CLASSES NOT ELIGIBLE FOR MUNICIPAL
GARBAGE DISPOSAL SERVICES

Commercial Properties Outside the Jurisdiction of the Downtown Business Improvement Area:

  • The City of Kingston will not provide municipal garbage disposal service to commercial property owners outside the jurisdiction of the Downtown Business Improvement Area.
  • Those commercial property owners will have to make their own arrangements for garbage collection and disposal.

Industrial Properties:

  • There will be no municipal garbage disposal service for industrial properties in any area of the City of Kingston.
