Subsidy For Non-Profit Organizations Diverting Waste

Non-profit organizations that divert waste from landfill are able to apply for a subsidy towards the cost of disposing of materials collected from within Kingston at the transfer station in accordance with certain guidelines.

The following outlines the requirements for eligibility, subsidy request submission requirements, subsidy approval, subsidy procedure, subsidy formula, ineligible subsidy, subsidy termination and retroactivity.

Eligibility

  1. Eligible non-profit organizations must:
    • Operate reuse programs in the City of Kingston (the City); and
    • Be classed as a "non-profit" organization as defined by Revenue Canada.

Subsidy Request Submission Requirements

  1. Non-profit organizations seeking tipping fee subsidy must submit a written request to the Solid Waste Manager or designate, outlining the activities undertaken in the City for the benefit of residents. The written request for subsidy under this program must include, but is not limited to:
    • A description of the organization and the reuse program operated in the City;
    • A copy of their declaration by Revenue Canada as a "non-profit" organization;
    • A description of the type and estimated quantity in tonnes (or kilograms) of materials to be diverted and to be land filled on an annual basis;
    • A description of the audit process to be used in preparing invoices for subsidy requests to ensure that only materials received from within the City are included; and
    • Notwithstanding the above, the Solid Waste Manager may request additional information in support of the application.

Subsidy Approval

  1. The Solid Waste Manager will notify non-profit organizations seeking tipping fee subsidy whether or not their request has been approved.

Subsidy Procedure

  1. Requests for subsidy shall be submitted to the Solid Waste Division and include a copy of the invoice from the transfer station showing the weights and fees together with a statement identifying what percentage of the materials were collected from within the City.

Subsidy Formula

  1. Subsidies will be paid for 50% of the weight of materials on the invoice that were collected from within the City and disposed of at the transfer station contracted by the City.

Ineligible Subsidy

  1. No subsidy will be paid on rental costs for bins or for garbage originating outside the City.

Subsidy Termination

  1. The Solid Waste Manager reserves the right to cancel the subsidy arrangement should the original conditions of their request no longer apply.

Retroactivity

  1. Approvals for subsidy payments under this policy are not retroactive.
