City seeks members for election compliance audit committee

Have a background in accounting, auditing or law and an interest in serving your community?  The City of Kingston is seeking qualified applicants for the Kingston election compliance audit committee.

"Serving on the election compliance audit committee is a great way for individuals with accounting and auditing experience to give back to their community.  The committee plays an important role in ensuring that the Municipal Elections Act's election campaign finance provisions are respected," says Janet Jaynes, deputy city clerk and assistant returning officer.

The committee considers applications for compliance audits of candidates and third-party advertisers.

Any eligible elector who believes, on reasonable grounds, that a candidate or third-party advertiser has contravened the Act's campaign finance provisions may file an application for a compliance audit. Those provisions apply to candidates and third-party advertisers and to individual contributors to a candidate's or third-party advertiser's campaign.

More About What This Committee Does

Under the Municipal Elections Act, the City must have the compliance audit committee in place by Oct. 1, 2018. This committee:

  • considers all applications for a compliance audit of a candidate's or third-party advertiser's election finances. 
  • decides if a compliance audit application should be granted or rejected.
  • decides whether to commence a legal proceeding against a contributor.
  • considers reports from the city's clerk. The city clerk also reviews the contributions reported on the financial statements of all candidates and third-party advertisers and prepares a report identifying any contributors that appear to have contravened the contribution limits.

The term for the committee will be from Sept. 30, 2018 through to Nov. 15, 2022.
