The City of Kingston has made a written submission on what they would like to see in the 2013 provincial budget to the Ontario government.

The City's high level submission asks the province to consider an adjustment to the ‘heads and beds' funding municipalities receive in lieu of property taxes for provincial facilities, investments in local infrastructure and a continuation of the social services upload.

"Since 2007 the City of Kingston has been actively advocating for a change to the ‘heads and beds' policy, said Mark Gerretsen, Mayor of Kingston. "We're looking to see this important policy change reflected in the 2013 Ontario Budget - along with an investment to municipal infrastructure and a continuation of the social services upload."

The City of Kingston requested delegation status to present in person to the Ontario Standing Committee on Finance and Economic Affairs on the government's upcoming budget, but due to demand, was not selected. A written submission was provided instead to the committee to be included as part of their consultations.

Last year the City of Kingston presented to the standing committee in advance of the 2012 provincial budget on the government's changes to the discretionary benefits and community start up programs.

"Making our case to the province is an important part of the process each year," said Gerretsen. "We take every opportunity we can to show the different levels of government the work we are doing locally and remind them what our priorities are."

The government's consultations wrap up next week and the 2013 Ontario Budget is expected to be unveiled at Queen's Park in mid April.
