Notice of a Public Meeting Regarding a Proposed Amendment to the City of Kingston Official Plan

A Public Meeting will be held on Thursday, Aug. 7, 2014 at 6:30 p.m. in Council Chambers, City Hall, 216 Ontario St.

Purpose and Effect of the Proposed Amendment: To amend policies in the Official Plan with respect to the minimum separation distance provisions for Residential Care Facilities.

The Zoning Issues and Strategy Study, which was accepted by Council on February 5, 2013, identified that the City should remove the policies regarding minimum separation distances for care facilities from the Official Plan in order to implement any new zoning provisions relating to care facilities in the new Comprehensive Zoning By-Law. This Official Plan Amendment review is necessary to examine and remove the policies regarding minimum separation distances in the Official Plan.

Key Map: A key map has not been included as the proposed amendment affects all lands within the limits of the City of Kingston.

Written comments for or against this change or if you wish to be notified of the passing of the Official Plan Amendment, or the refusal of a request to amend the Official Plan, must be made by a written request to the Planning and Development Department via:

Public Consultation

Anyone may attend the public meeting and make a verbal statement, and/or submit comments in writing, either in support of or in opposition to the proposed Official Plan Amendment. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kingston before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision of the Council of the City of Kingston to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kingston before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.

The Planning Committee will receive a preliminary information report with respect to the proposed amendment at the Public Meeting, which will be available to the public on the City's website at www.CityofKingston.ca on August 2, 2014. A comprehensive report will be presented at a future meeting of the Planning Committee, at which time a recommendation will be made to Council regarding the amendment.

Please note that City Council has delegated to the Planning Committee the authority to hold the public meeting instead of Council. All representations, both verbal and written, will be considered only by the Planning Committee, which will submit a Committee Report with its recommendations to Council for a decision on the matter.

NOTICE OF COLLECTION – Personal information collected as a result of this public meeting is collected under the authority of the Municipal Act, the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Planning Act, and all other relevant legislation, and will be used to assist in making a decision on this matter. All personal information (as defined by MFIPPA), including (but not limited to) names, addresses, opinions and comments collected will be made available for public disclosure to members of the public, at the meeting, through requests, and through the website of The Corporation of the City of Kingston.
