Open House - 2019 Development Charge Background Study & Bylaw Development

The City of Kingston currently collects development related charges (Development Charge and Impost Fee) at the time of building permit issuance to assist in providing the infrastructure required by future development in the City. The current rates and rules were established on the basis of the 2014 Development Charge and Impost Fee Background Study. The existing Development Charge and Impost Fee Bylaws will expire on September 29 and 30, 2019 respectively.
On Thursday, February 7, 2019 a public open house will be held to introduce the 2019 Development Charge Background Study process. To continue imposing Development Charges after the expiry of the current Bylaw, the City must prepare a new Background Study to support the new Development Charge and pass a new Bylaw, as required by the Development Charges Act. In accordance with Council direction, the 2019 Development Charge Background Study will consolidate all growth related charges into the new Development Charge Bylaw. The Background Study must be made available to the public at least 60 days before the new Development Charge Bylaw is passed.

The Open House will include of a series of poster boards outlining the Background Study process and a formal presentation by the Consultant Team at 4:30 p.m. followed by a question and answer period. The Consultant Team and City staff will be available prior to and after the formal presentation to answer questions.
