The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

1100 Princess St. – Choice Properties – D14-029-2016

Application for Zoning Bylaw amendment to permit a 372 square metre restaurant with a drive-through facility at the southeast corner of the intersection of Princess Street and Sir John A. Macdonald Boulevard. A Zoning Bylaw amendment is being requested to amend the ‘C3.85' Zone to permit the proposed development and to recognize previously granted variances for a supermarket on the same property.

40 Crescent Dr. – Mark McKercher & Chris Boot – D14-027-2016

Application for Zoning Bylaw amendment to facilitate a future consent application to sever the semi-detached dwelling along the common party wall. A Zoning Bylaw amendment is requested to recognize the existing structure; no new additions or enlargement of the building is proposed to accommodate the proposal.

3955 Pine Grove Rd. – Sonneveld Farms – D14-013-2016

Application for Zoning Bylaw amendment to facilitate a lot addition.The applicant is proposing to sever a 60.423 hectare parcel of land with frontage on Pine Grove Road and merge it with an abutting parcel of land to the southwest (3724 Sand Hill Rd.). The retained portion will be 3.116 hectares and consist of a runway and an adjacent strip of land to the west. The land subject to the application is the western portion of Gananoque Airport located within the City's jurisdiction. The Zoning Bylaw amendment is to rezone the proposed lot addition to a site-specific General Rural Zone ‘A2-40' to permit the proposed agricultural use and to prohibit residential use.

223 Princess St. – IN8 (The Capitol) Developments Incorporated D14-122-2015 & D18-001-2015

Applications for Zoning Bylaw amendment and Community Improvement Plan (CIP) Amendment. 

A revised submission has been received requesting to rezone the subject lands for the construction of an approximately 15-storey mixed-use building with 212 residential units and commercial floor area fronting on to Princess Street.  Vehicular access and loading will be from Queen Street. Recommendations will be included in the report regarding community benefits for the increased height and density being requested through this zoning amendment application. 

The Community Improvement Plan (CIP) amendment application proposes to add the subject lands as a new project area within the plan. The subject property is within the boundaries of Kingston's Brownfield Community Improvement Plan, but is not within a designated project area. The addition of this new project area will allow the property owner to apply to the City for financial assistance through the Brownfields CIP Program.

297 Gore Rd. – City of Kingston – D14-014-2016

Application for Zoning Bylaw amendment to establish site-specific zoning to permit three land uses on the subject property: 0.9 acres (0.36 hectares) of public park space adjacent to Buckingham Park, a public road allowance widening on Gore Road, and residential development (up to four townhouses, or "row dwelling houses") on a 0.25 acres (0.1 hectare) parcel fronting onto Rose Abbey Drive.

City of Kingston Official Plan Update - D08-006-2015

A comprehensive update to the 2010 Official Plan was initiated in early 2015 to ensure consistency with the 2014 Provincial Policy Statement, to recognize the findings of recent technical studies (e.g., population forecasts, employment lands review, waterfront master plan, etc.), and to address input received from external agencies and the public. The update process has included informal opportunities for community engagement, in addition to statutory public open houses and meetings before the City's planning committee and council. A fourth draft of the Official Plan Update was posted to the project webpage on July 27, 2016 and an open house was held on Aug. 10, 2016. Comments from the Ministry of Municipal Affairs were received on July 27, 2016. As a result, minor revisions have been made to the fourth draft of the Official Plan Update. The Plan has now been finalized and will be presented to planning committee along with an implementing bylaw on September 1, 2016.
