Application for Zoning Bylaw amendment to establish a second residential unit in the basement of the single-family dwelling. To accommodate the proposal, the applicant requests relief to the Zoning Bylaw to reduce the required parking for the two proposed units, from two spaces to one parking space. The existing dwelling does not have access to a conforming parking space. A right-of-way at the rear offers access to a potential parking space for the second unit.
The proposed entry to the second unit is at the rear, accessed by a walkway along the west side of the existing building. The proposed second unit will occupy less than 40 per cent of the building size. No changes to the exterior of the existing dwelling are proposed.

Application for Zoning Bylaw amendment to demolish the semi-detached building and construct a new three-and-a-half storey, eight-unit residential building with a total of 32 bedrooms. The proposed development requires reductions in: the required number of parking spaces from eight to two; space dimensions; barrier-free parking space requirements; front-yard setback requirements; side and rear yard requirements; amenity area requirements; play-space requirements; yard projection requirements; bicycle parking space-dimension requirement; and accessory structure setback requirements. It also requires relief from the maximum height requirement, number of storeys, lot occupancy requirements and maximum density requirements.

1201 Woodhaven Dr. – FoTenn Consultants Inc. – D14-028-2016
Application for Zoning Bylaw amendment for lot adjustments of the proposed Woodhaven West Phase II, Stage 1 Subdivision, which consists of 25 lots.The application also seeks relief in the zoning provision with respect to garage location, and to remove the holding provision from the zoning of the subject site, as the lands are also the subject of an active application for Final Plan of Subdivision (City/DASH record number D12-002-2013) nearing completion.

752 King St. West, Kingston Provincial Campus – Infrastructure Ontario – D09-075-2012
Applications to establish a new Secondary Plan area in the City of Kingston Official Plan through Official Plan and Zoning Bylaw amendments and a draft plan of subdivision. The applicant proposes redesignating the lands to permit institutional, open space, low, medium and high density residential, and mixed-use development. The proposed draft plan of subdivision includes: three proposed blocks of land for future development, a block for storm water management, an open space, cultural heritage block and four proposed street blocks. The requested zoning will implement the proposed Official Plan amendment and rezone the subject property to permit mixed-use commercial/residential development along King Street (Block A on the draft plan) in the northwest portion of the site with proposed building heights up to a maximum of eight storeys. Additional low, medium and high-density residential development are proposed on the northeast portion of the site through the Official Plan amendment, but would be the subject of a future Zoning Bylaw amendment and draft plan of subdivision. Existing institutional uses will continue at the new Providence Care Hospital and the provincial buildings in the southeast area of the site. A heritage landscape block will be retained through the central portion of the lands. Lands beside Lake Ontario and within flood-prone areas will be zoned Environmental Protection Area.

Parking ratio Zoning Bylaw amendments and Cash-in-Lieu of Parking Bylaw amendments
Zoning Bylaw amendments for parking ratios will provide a zoning framework for the implementation of an updated Cash-in-Lieu of Parking Bylaw to expand it to include the Williamsville Main Street area. As the current bylaw only applies to the conversion of existing space, it is also proposed to expand it to include new development and update it to apply rates that represent of the cost of providing parking.

Anyone may attend the public meeting and make a verbal statement, and/or submit comments in writing, either in support of or in opposition to the proposed Official Plan amendment and Zoning Bylaw amendment. The planning committee will receive a preliminary information report with respect to the proposed amendments at the public meeting, which will be available to the public at www.CityofKingston.ca/PlanningCommittee on July 30. A report will be presented at a future meeting of the planning committee with a recommendation to council.
Please note that city council has authorized the planning committee to hold the public meeting instead of council. All representations, both verbal and written, will be considered only by the planning committee, which will submit a report with its recommendations to council for a decision on the matter.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kingston before the proposed Official Plan amendment is adopted and before the proposed Zoning Bylaw amendment is passed, the person or public body is not entitled to appeal the decision of the council of The Corporation of the City of Kingston to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting, or make written submissions to the City of Kingston before the proposed Official Plan amendment is adopted and before the proposed Zoning Bylaw amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the board, there are reasonable grounds to add the person or public body as a party.
