Public Meeting - Planning Committee - Proposed Amendment to Zoning Bylaw 76-26
August 27, 2019 -
Date: Thursday, September 19, 2019
Time: 6:30 p.m.*
Location: Council Chambers, City Hall, 216 Ontario Street
*The Regular Meeting of the Planning Committee will commence at the conclusion of the Public Meeting portion which is scheduled to begin at 6:30 p.m.
Address of property: Reddendale Neighbourhood (address in DASH shown as City Hall, 216 Ontario St.)
Applicant: The Corporation of the City of Kingston
City File Number: D14-003-2019
Purpose and Effect of the Proposed Amendment: To update the residential zoning standards applied within the Reddendale neighbourhood in the R1-3 Zone.
The proposed zoning bylaw amendment will replace the special Residential Type 1 ‘R1-3' Zone within the Reddendale neighbourhood with a special ‘R1-74' Zone, a special ‘R1-75' Zone and a special Environmental Protection Area ‘EPA-17' Zone. The zoning bylaw amendment is being undertaken in response to a Council motion from December 19, 2017 which directed staff to advise them on the feasibility of developing a planning framework that is specific to addressing infill development pressures in the Reddendale neighbourhood, to ensure that infill development is context appropriate and compatible with the physical character of the existing built form. The proposed zoning bylaw amendment is also intended to implement Official Plan policies related to the ribbon of life and Environmental Protection Areas.
The Reddendale neighbourhood is generally bounded by Front Road to the north, Sunny Acres Road to the east and Lake Ontario to the south and west (see attached key map). The subject lands are designated Residential and Environmental Protection Area in the Official Plan, and zoned special Residential Type 1 ‘R1-3' Zone in Zoning Bylaw Number 76-26.
