Public Notice - Appeals Committee Update

The City of Kingston is engaging residents in the appeals committee process.
The appeals committee is a statutory committee and operates in a quasi-judicial manner, providing decisions and not recommendations on all licensing matters that can be appealed. This includes property standard, and fencing matters.
Residents are invited to attend the administrative policies committee meeting on August 13, 2015, in Council Chamber, City Hall, 216 Ontario St. starting at 5:30 p.m. to review the potential changes to the appeals committee process.
It is anticipated that the recommendation presented at this meeting will be forwarded to Council on September 1, 2015 for approval. The 3rd reading of the bylaws will occur September 15, 2015.
Why come to the administrative policies committee meeting?
This is your opportunity to view the report information, ask questions about the appeals committee process, and to provide input in the general provisions on how a hearing of the appeals committee is conducted. You're encouraged to provide comments to City staff, or make a delegation at the meeting.
Intention of the report
The purpose of the report is administrative in nature, and will result in streamlining the licence appeals process in the City of Kingston. Staff have determined that the committee mandate should be updated to reflect all of the licencing matters that can be appealed, a new procedure bylaw for the appeals committee be enacted, and a set of set of appeals committee procedure guidelines be established to afford for greater transparency to the appeal process. Administrative changes involve the acceptance of payment of appeals committee hearing fee, and receiving and processing of exhibits.
