The City of Kingston Planning Committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meetings

495 Princess St. & 333 University Ave. – PRK Developments – D09-017-2014, D14-075-2014, D14-076-2014

Applications for Official Plan Amendment, Zoning By-Law Amendments for the redevelopment of two sites at 495 Princess Street and 333 University Avenue. The first site is a consolidation of seven properties between Chatham Street, Creighton Street, and Princess Street, described within the applications as 495 Princess St.. The applicant is proposing to develop a ten-storey, 190 unit apartment building with ground floor commercial uses.

The second site is a consolidation of four properties around the southeast corner of University Avenue and Princess Street, described within the applications as 333 University Ave. A 10- storey, 222 dwelling-unit apartment building with ground floor commercial uses is proposed. This site is designated "Main Street Commercial" and "Residential" and is also within the special policy area "Princess Street Corridor Special Policy Area: Williamsville" in the City of Kingston Official Plan. The site is in a "Williamsville Main Street Commercial" (C4-H) zone and partially in a "Central Business District and Upper Princess Street" (C) zone in Zoning By-Law Number 8499, as amended.

Application for Zoning By-Law Amendment to permit a secondary dwelling unit in the existing cellar area.

401-403 Barrie St. – BPE Developments – D14-053-2013

Application for Zoning By-Law Amendment to permit three dwelling units within the existing structure. to reduce the required number of parking spaces; to reduce the dimensions of a parking space; to reduce the required setback of a veranda to the front lot line; to reduce the amenity space; to reduce the required play space; and to permit parking closer to the street than the main building.

2939 Creekford Rd. (Woodhaven Phase 2 & 3) – Braebury Homes Corp. – D12-019-2014 & D14-073-2014

Applications for Draft Plan of Subdivision and Zoning By-Law Amendment to construct a residential subdivision in two phases. The first phase (Phase 2) will consist of 84 townhouses and eight semi-detached dwelling units. The second phase (Phase 3) will consist of 30 single-detached dwellings and parkland block.

50 Old Mill Rd. & 999 Purdy's Mill Rd. – Homestead Land Holdings – D14-220-2011, D12-064-2011, D09-012-2013 & D14-059-2013

Applications for Official Plan Amendment, Zoning By-Law Amendment to change the land use designation from ‘Arterial Commercial' to ‘District Commercial' to facilitate future commercial development that is conducive to the needs of the surrounding residential land uses.

For 999 Purdy's Mill Rd. the applications for Zoning By-Law Amendment and Draft Plan of Subdivision are being recommended to Planning Committee for the creation of three (3) multiple family residential blocks, a local road, an Open Space Block and two (2) Park Blocks.

Provincial Policy Statement, 2014

This information report outlines some of the recent changes to provincial policy as they are presented in the newly released Provincial Policy Statement, 2014. The new Provincial Policy Statement came into effect on April 30, 2014 and applies to all land use planning decisions made on or after that date. It replaces the Provincial Policy Statement, 2005.

273 and 275 Alfred St.– IBI Group – D14-033-2013

Application for Zoning By-Law Amendment to convert the single-family dwelling to three residential units. The two units at 275 Alfred St. will remain but will expand to include an additional bedroom. The applicant is requesting zoning relief for yard setbacks, lot coverage, and minimum lot area, yard setbacks, and lot coverage requirements.
