The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.
700 Gardiners Rd. – Taggart (Gardiners) Corporation – D09-030-2015 - D14-120-2015 & D12-022-2015
Applications for Official Plan amendment, Zoning Bylaw amendment and draft plan of subdivision to develop a mixed-use residential subdivision, commercial uses; business park uses; and open space. The applicant is proposing to develop the property to allow a total of 1,075 residential units, a 5 hectare commercial area and a 0.72 hectare area for business park uses. The residential units are proposed to be: 352 single family units; eight semi-detached units; 91 row house units; 24 gallery townhome units; 450 apartment units; and, 150 senior apartment units. The proposal also includes two parks (6,252 m2 and 14,578 m2), along with 5 walkway blocks and an area for a stormwater management pond.

Application for Zoning Bylaw amendment to allow additions to the existing structure to permit the conversion of the building to a multiple residential structure containing six residential units (five, two-bedroom units and one, one-bedroom unit).
223 Princess St. – IN8 (The Capitol) Developments Incorporated – D14-122-2015 and D18-001-2015
Application for Zoning Bylaw amendment to permit a mixed use development consisting of approximately 20 storeys, 223 residential units and 750 square metres of commercial ground floor area. Application for amendment to the Community Improvement Plan project areas 1A, 1B and 1C to add the subject site as a new Community Improvement Plan Project Area. The property contains a vacant building that was formerly used as a movie theatre. The proposed residential use is to be located in a tower located along the Queen Street frontage of the property and above a proposed parking structure. A total of 132 parking spaces are proposed. The commercial floor area is proposed along the Princess Street frontage and the principal entrance to the residential and commercial space is proposed along the Princess Street elevation.

Application for Zoning Bylawamendment to seek relief from the maximum density, amenity area and play space requirements in order to permit the conversion of the interior of the existing dwelling from a two-unit residence into a three-unit residence.

Application for Zoning Bylawamendment to permit a second residential unit (secondary suite) in the lower level of the existing dwelling house and to permit parking in a tandem or stacked formation.

Application for Zoning Bylaw amendment to permit the construction of a three-storey mixed-use building. Approximately 180 metres of commercial space located on the ground floor with associated storage space in the cellar. The second and third floors will each contain two studio and two one-bedroom residential units for a total of eight residential units. While the number of residential units will increase by one, there will be no change in the number of bedrooms from what currently exists on the subject properties.

Application for Zoning Bylawamendment to permit the redevelopment of the existing heritage building located at 128-136 Ontario St. with the addition of five residential units to the existing mixed-use commercial residential structure for a total of six residential units, with commercial uses located on the ground floor. The purpose of the Zoning Bylaw amendment for 15 Earl St. is to bring the zoning of the subject property into conformity with the Official Plan designation for that property. The site specific "C1" zones will limit the list of permitted uses of the "C1" central business system zone in regards to the subject properties and add a medical inpatient treatment centre use for not more than four patients.
1138-1232 Highway 15 – Tamarack Subdivision - D14-109-2015
Application for Zoning Bylaw amendment to rezone 30 lots within the draft approved Riverview subdivision to allow a minimum lot frontage of 10.8 metres for a corner lot and 9.0 metres for certain lots within the Riverview Subdivision. The properties were the subject of an application for Draft Plan of subdivision that resulted in the approval of 262 residential units.
