The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.
Community Benefit Guidelines – City of Kingston
Section 37 of the Planning Act allows municipalities to negotiate facilities, services or other matters that will benefit the community receiving, or likely to receive, the impact of projects that seek zoning relief for additional height and/or density. The City is preparing Community Benefit Guidelines to be used as a framework to negotiate community benefits. The guidelines will help to ensure that the process of negotiating benefits remains fair, clear, transparent and predicable.

Application for Zoning Bylaw amendment to rezone the subject property to support a Consent application (D10-039-2017) that proposes to sever the parcel in to two separate parcels. The development plan proposes to retain the existing single-family dwelling and detached accessory structure on the proposed retained parcel while facilitating the construction of a two-family, semi-detached dwelling on the proposed severed parcel. Access to the proposed retained parcel is to remain from Victoria Street, the proposed severed parcel is to be accessed via Earl Street by two driveways.Two on-site parking spaces will be provided for the proposed semi-detached dwelling.
Special events at municipally owned facilities – City of Kingston
Application for a City-initiated Zoning Bylaw amendment for five municipally-owned properties. The purpose of the Zoning Bylaw amendment is to permit trade shows and specific day-retail sales as an accessory use at the INVISTA Centre (1350 Gardiners Rd.), Centre 70 Arena (100 Days Rd.), Cataraqui Community Centre (1030 Sunnyside Rd.), and Kingston Memorial Centre (303 York St.), and to permit trade shows, exhibition events and ancillary sales as an accessory use at Portsmouth Olympic Harbour (53 Yonge St.).
