Public Notice - Planning Committee - August 1, 2019

The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

2305 Isle of Man Rd. – Michael Gabryel – D35-002-2019

Applications for Official Plan amendment, Zoning Bylaw amendment and Draft Plan of Subdivision to create an estate residential subdivision consisting of five waterfront lots, each with a minimum lot area of 0.8 hectares. The lots will all have frontage on Isle of Man Road, as well as Gibraltar Bay, which is part of Colonel By Lake and the Rideau Canal system (a UNESCO World Heritage Site). All five lots will be serviced with private, on-site wells and septic systems.

700 Gardiners Rd. – Taggart (Gardiners) Corporation – D12-004-2019

Application to amend the Draft Plan of Subdivision conditions for the West Village Subdivision that were previously approved by council in 2017. Proposed changes include the addition of clauses within the draft plan of subdivision conditions related to the notice and classification of certain blocks as Class 4 areas, in accordance with the Ministry of Environment, Conservation & Parks' NPC-300 Guidelines. Proposed changes also include replacing references to Newport Avenue in the conditions with Demers Avenue and amending conditions related to the conveyances of certain lands owned by RioCan Holdings (Kingston) Inc. and RioTrin Properties (Kingston) Inc. directly to the City of Kingston instead of Taggart (Gardiners) Corporation.

501 Frontenac St. – IBI Group – D14-025-2018

Application for Zoning Bylaw amendment is to increase the density maximum permitted from 195 dwelling units per net hectare to 272 du/net hectare. Despite this new application, the entire exterior of the approved building is to remain unaltered from the existing Site Plan Control approval. All the changes are internal to the building.

While the number of dwelling units would be increased, the number of bedrooms contained in total would be reduced. Currently a maximum of 243 bedrooms are permitted the proposal would reduce the maximum permitted to 222 being a net reduction of 21 bedrooms.
