The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

1200 Princess St. – Homestead Land Holding – D35-005-2017

Applications for Official Plan amendment and Zoning Bylaw amendment to develop the southernmost 1.6 hectare portion of the property known municipally as 1200 Princess St. The overall development plan is to sever a 1.6 hectare parcel from the subject property and construct three multi-unit, high-density residential buildings. The applicant is proposing to construct a total of 412 dwelling units in three buildings on the proposed severed parcel. The proposed buildings, to be located on the westernmost parcel and the middle parcel, are to be 13 stories high (39 metres) and each contain 153 dwelling units. The proposed building located on the easternmost parcel is to be 12 stories high (32 metres) and contain 106 dwelling units. Vehicular access is proposed from the eastern portion of Elmwood Street through the construction of a cul-de-sac bulb.

Brownfields Community Improvement Plan (CIP) – proposed amendments – City Initiative – D18-001-2017

The City of Kingston is proposing amendments to the Brownfields CIP, which provides tax assistance and grants to eligible properties located within designated project areas and assists with the remediation and redevelopment of brownfield sites. This is the third public meeting for this application.Since the initial public meeting, additional revisions have been made to the CIP, including: retaining the ability to provide up to 100 per cent of the eligible remediation costs as outlined in the Brownfields CIP; continuing to rebate 80 per cent of the difference between the pre and post-rehabilitation and development municipal property taxes as part of the Rehabilitation Grant; and Community Improvement Project Area 1A is proposed to be expanded to include a few more properties.

1010-1028 Portsmouth Ave. – Jim Baldwin – D14-029-2017

Application for Zoning Bylaw amendment to permit three dwelling units in each of the existing two-storey structures on the subject properties. The properties each contain two dwelling units on the first and second floors and a third non-conforming unit in the basement. Relief is required from the Zoning Bylaw to permit a dwelling unit in the cellar, and to permit three total dwelling units on each property as well as to clarify that parking is permitted within six metres of the ‘EPA' zone. At 1028 Portsmouth Ave., relief is requested to permit three parking spaces behind the front wall of the main building; whereas, the Zoning Bylaw requires parking to be provided behind a point mid-way between the front wall and rear wall of the main building.

Revisions to the City of Kingston Tree Bylaw - E04-000-2017

The purpose of this report is to provide a recommendation with respect to revisions to the City of Kingston Tree Bylaw. Proposed revisions to the Tree Bylaw are focused on the following: the application of tree removal constraints in areas of identified "significant woodlands" and "environmental protection areas"; the distinction between tree removal exemptions in the "Rural Area" and the "Urban Area" of the municipality; the defined limitations on tree removals associated with "personal use" and "commercial harvesting"; a broader recognition of permissions for removals associated with normal farm practices; and additional information regarding compensation, financial securities and legal agreements.
