The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

5 Couper St. – FOTENN Consultants Inc. – D14-046-2016

Application for Zoning Bylaw amendment to permit the internal conversion of the existing building on the subject site, which contains two dwelling units with 17 total bedrooms, to create five dwelling units with 17 total bedrooms. The conversion of the existing building is proposed through interior renovations. In addition, façade, landscaping and parking area improvements are proposed. The proposal does not seek any expansion of the existing building footprint, scale or massing.

671 Brock St. – Kingston & Frontenac Housing Corporation – D14-038-2016

The applicant has amended the overall development plan, which includes substantial changes to the original proposal. Based on the modifications to the proposal, a second public meeting has been scheduled to seek additional public input. The proposed multi-unit residential structure is to be three storeys comprising 29 dwelling units and a fourth storey reserved for an enclosed rooftop terrace, mechanical equipment, stair and elevator shafts.  The key changes include a reduction in the proposed height, density and lot occupancy, an altered built form, an increased front-yard setback, proposed site access from Brock Street along with an increased amount of on-site parking and amenity space. The rear portion (3,372 square metre) of the site is proposed to be rezoned to a public park, while the southwest corner (1,269 square metre) will remain zoned One and Two Family Dwelling ‘A' Zone.
