The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

810 Middle Rd. – Joseph Payne – D14-035-2017

Application for Zoning Bylaw amendment to create one new severed lot. The severed lot would be 1.8 hectares in area with 205 metres of frontage onto Middle Road; a new single detached house is proposed for the lands. The retained lot would be 4.5 hectares in area with 341 metres of frontage onto Middle Road; the existing two houses and barn and two accessory buildings would remain on the lands and no change in use is proposed with this application. The lands are allocated at the intersection of Middle Road and Highway 15. The zoning change is to recognize the deficient lot areas as per the Zoning Bylaw requirements.

133 Dalton Ave. – Axion Development – D35-006-2017

Applications for Official Plan amendment and Zoning Bylaw amendment to allow a broader range of permitted uses within the existing industrial building. There will be no changes to the existing building footprint. The applicant proposes to amend the Official Plan to introduce new uses to the site which include offices, training facilities, research and development and data processing, financial institutions, restaurants, offices, recreational uses and medical and dental uses permitted as primary or complementary uses in the Business Park Industrial designation. The applicant proposes a site-specific zone to reflect the uses as proposed in the Official Plan amendment.

700 Gardiners Rd., 1215 Woodhaven Dr., 1301 Woodhaven Dr., 965 Cataraqui Woods Dr., 1138 Highway 15 & 1232 Highway 15 – Tamarack – D14-039-017 & D14-040-2017

Application for Zoning Bylaw amendments with respect to portions of some of the applicant's draft approved subdivisions located within areas of West Village (Kingston West), Woodhaven (Kingston West) and Riverview (Kingston East). The report describes the proposed applications and includes an overview of the relevant policies and regulations that will be evaluated as part of a future comprehensive report.

153 Brock St. – Joe Ruffolo and Robert Melo – D14-030-2017

Application for Zoning Bylaw amendment to convert the commercial spaces within the existing structure into a total of three residential dwelling units. The property located at 153 Brock St. is to contain two dwelling units: unit one on the first floor and unit two on the second and third floors. The property located at 155 Brock St. is to contain one dwelling unit. Relief is required from the Zoning Bylaw to permit three dwelling units within the existing structure at 153 and 155 Brock St. The applicant is also requesting relief from the Zoning Bylaw to permit residential use on the ground floor on both properties and to reduce the minimum required amenity area.

Williamsville – Princess Street Corridor – City of Kingston – D14-033-2017

The City of Kingston proposes an amendment to the Williamsville Main Street Commercial "C4" Zone in Zoning Bylaw 8499 to ensure that rear yard setback and angular plane provisions are applied adjacent to a residential zone. Currently, some lots in Williamsville are configured in such a way that there is no defined rear lot line, and as such, no rear yard setback or rear angular plane has been applied to the property. This has the potential to compromise the ability to achieve a transition in built form and may, accordingly, result in adverse effects to abutting residential uses (i.e. shadowing, loss of privacy, etc.). The proposed amendment will ensure that the zoning is consistent with the recently adopted Official Plan (2017), which has policies intended to ensure that angular planes and setbacks are applied when development is proposed on a property which abuts a residential area.
