The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

237 Mowat Ave. & 6 Herbert St. – RFA Planning Consultants Inc. – D14-015-2019

Application to amend the Zoning Bylaw to facilitate the severance of 6 Herbert Street and recognize the proposed row dwelling development (4 freehold units), while retaining 237 Mowat Avenue and recognizing the existing 8 unit multiple family dwelling use and its location on the retained lot. The property is currently developed with a three storey, 8 unit multiple family dwelling with road access from Mowat Avenue.

200 Sibbit Ave. – Chelsea Reid – D14-019-2019

Application for Zoning Bylaw Amendment to a site specific rural residential RR-H zone to permit two consent applications that create one retained and two severed parcels of land and allow for a single-detached dwelling house to be built on each property. The newly created lots will not require any additional zoning relief as they meet the zoning requirements for an RR zone.

1020 Portsmouth Ave. – FoTenn Consultants Inc. – D14-024-2019

Application for Zoning Bylaw Amendment to permit three dwelling units within the existing 2 storey residential structure on the property. The property owner indicates that three units have existed since before their purchase of the property in 2019. No additions to the existing structure are proposed as part f the application. The applicant will be introducing three formal vehicle and bicycle parking spaces. Two parking spaces will be located within an existing two bay detached garage in the rear yard and a third parking space in a driveway in the front yard.

11, 27 Wright Cr. – CaraCo Development Corporation; Kingston & Frontenac Housing Corporation & FoTenn Consultants Inc. – D14-012-2019

Application for Zoning Bylaw Amendment to redevelop the parcels municipally addressed as 11 and 27 Wright Crescent (previously known as 7 Wright Crescent). The proposed redevelopment consists of two apartment buildings with a total of 169 units. 11 Wright Crescent (eastern parcel) would consist of a 6-storey apartment building containing 129 units with a gross floor area of 12,123 square metres. 27 Wright Crescent (western parcel) would contain a 3-storey apartment building containing 40 units with a gross floor area of 2,571 square metres.

49 Beverley St. – FoTenn Consultants Inc. – D14-014-2019

Application for Zoning Bylaw Amendment to facilitate the redevelopment of the subject property with a two-and-a-half storey dwelling containing three residential units. The property is currently developed with a one-and-a-half storey single-detached residential dwelling containing two dwelling units. The existing dwelling on the subject property is proposed to be demolished. The proposed development contains one four-bedroom unit on the first and second floor and one three-bedroom unit on the upper floor. A shared front entrance and separate interior access is provided for each unit. Secondary access is proposed at the rear of each unit. The site will contain 93.4 square metres of outdoor common amenity area and three paved parking spaces at the rear of the building accessed from a paved driveway leading to Beverley Street.

42 Beverley St. – Green Rental Properties Incorporated – D14-017-2019

Application for Zoning Bylaw Amendment to facilitate the redevelopment of 42 Beverley St. with a two-and-a-half storey dwelling containing three residential units. The proposed development contains one four-bedroom unit on the first and second floor and one three-bedroom unit on the upper floor. Secondary access is proposed at the rear of each unit. 98 square metres for common at grade outdoor amenity area and 47 square metres of indoor common amenity area will be provided. Three paved surface parking spaces will be located at the rear of the building and access will be provided from a driveway located off Beverley Street.
