The City of Kingston planning committee will meet to discuss the matters listed below beginning at 6:30 p.m.

Public Meeting

43 Crerar Blvd. – Chris Boot & Mark McKercher – D14-001-2018

Application for zoning bylaw amendment to reduce the minimum required lot frontage in order to create three new lots. The existing single family dwelling will be demolished to facilitate the redevelopment of the site with three new single detached dwellings.

950 Cataraqui Woods Dr. – Tamarack (Cataraqui West 2) – D35-001-2018

Applications for zoning bylaw amendment and draft plan of subdivision to develop Phase 4 of the Woodhaven Subdivision in Kingston's Cataraqui West neighbourhood. The proposed subdivision includes the creation of 116 residential lots for single detached dwellings, semi-detached dwellings, duplex dwellings and linked dwellings and 25 blocks containing a total of 112 row house units, two school blocks, one parkland block, and one commercial block, as well as road and pedestrian pathways. A small area of consisting of 2.8 hectares located at the northeast portion of the subject lands is excluded from the proposed subdivision and will be included in the development of future phases of the subdivision.

2357 and 2489-2505 Unity Rd. – IBI Group & Cruickshank Construction – D09-025-2014 & D14-104-2014

The applicant is proposing to amend the official plan and rezone the subject properties to permit new quarry operations at 2489-2505 Unity Rd. adjacent to the existing Elginburg quarry and to modify the requirements for existing operations located at 2357 Unity Rd. The applicant is proposing to amend the official plan designation of the lands at 2489-2505 Unity Rd. and a portion of the lands at 2357 Unity Rd. to ‘Mineral Resource Area – Quarry'. They are also proposing to amend the zoning of the subject properties at 2489-2505 Unity Rd. from the General Rural ‘A2' Zone to a Special Extractive Industrial ‘M5' Zone and a Special Open Space ‘OS' Zone and to amend the provisions of the existing Special Extractive Industrial ‘M5-1' Zone of the subject property at 2357 Unity Rd. to reduce the setbacks within former Township of Kingston Zoning Bylaw Number 76-26. Two previous public meetings were held with respect to this application on Feb. 19 and June 18, 2015. An additional public meeting is required due to the time that has lapsed since the original application, the submission of revised materials to support the application and changes to the proposed amendments since the last public meeting.

143 Beverley St. – Mac Gervan and Associates Ltd. – D14-042-2017

Application for zoning bylaw amendment to permit the creation of a second residential unit on the subject property. The proposal also involves the construction of a 24-square-metre, one-storey rear addition. Both residential units will have entrances which front onto Beverley Street. A driveway from Beverley Street will provide access to two proposed parking spaces at the rear of the property.

268 Victoria St. – Samantha Wasserman & Jacqueline Shinfield – D14-032-2017

Application for zoning bylaw amendment to rezone the subject property to support a consent application (D10-039-2017) that proposes to sever the parcel into two separate lots. The overall development plan proposes to retain the existing single family dwelling on the retained lot while facilitating the construction of a semi-detached dwelling on the severed lot. Access to the proposed retained parcel is to remain from Victoria Street, the proposed severed lot is to be accessed via Earl Street. Two on-site parking spaces are proposed on the severed lot.
