An open house and public meeting will be held pursuant to Subsections 17(15)(d) and 17(16) of the Planning Act to review proposed amendments to the City of Kingston's Official Plan. Meetings are scheduled as follows:

All those interested in learning about the Official Plan and proposed revisions are welcome to attend the open house. Staff will offer an overview of proposed revisions and respond to questions.
The public may make representations about the proposed plan at the statutory public meeting.
Purpose and effect of the Official Plan Update
The City's Official Plan outlines goals, objectives and policies to manage and direct physical change over 20 years. It also establishes a framework for managing the effects of growth on the social, economic and natural environment. The existing Official Plan was approved by the Minister of Municipal Affairs and Housing on January 27, 2010, and is the first Official Plan to encompass the entire city since amalgamation in 1998.
The Planning Act requires an official plan be updated every five years to ensure that it: conforms with provincial plans, or does not conflict with them; has regard to matters of provincial interest; is consistent with provincial policy statements; and contains policies dealing with areas of employment and that such policies are confirmed or amended. Taking into account the timing of the adoption of the 2010 Official Plan, the introduction of a 2014 Provincial Policy Statement and amendments to the Planning Act, R.S.O., 1990, the City has initiated a comprehensive update to its Official Plan.
The Five-Year Update to the Official Plan will affect all lands within the municipal boundary of the city. Accordingly, no key map is provided.
Other applications: The City is also undertaking an amendment to the commercial policies of the Official Plan (File number D09-002-2016); and an amendment to the five principal zoning bylaws with respect to parking (File number D14-032-2016). The City has many site-specific development applications in process. A complete list is available by contacting planning division at 613-546-4291, ext. 3180.
Additional information on the proposed Five-Year Update to the Official Plan amendment can be viewed at the planning division at 1211 John Counter Blvd., between 8:30 a.m. and 4:30 p.m., Monday to Friday from the date of this Notice to Nov. 17, 2016. The document is available for viewing at City Hall and the Central, Kingscourt, Isabel Turner, Calvin Park and Pittsburgh Branches of the Kingston Frontenac Public Library. Details of the Official Plan Update are online at www.CityofKingston.ca/opupdate. A copy of the fifth draft of the Official Plan will be made available, in the locations and during the times noted above, by Sept. 27, 2016.
