Input wanted on the re-development proposal for the former Marine Museum property

At its next meeting, the planning committee will review a proposal that is seeking to construct a 20-storey residential building at 5 Lower Union St. and adaptively re-use the former Marine Museum property at 55 Ontario St for residential, commercial or community uses. The City is looking for public input on possible community benefits that could be tied to the proposal.

Interested residents are encouraged to:

  • Attend the meeting at 6:30 p.m. on Thursday, Sept. 21, in Council Chambers at City Hall, 216 Ontario St.  
  • Wish to speak? Register as a delegation at the door when you arrive at the meeting or with the committee clerk ahead of time. Each delegation is allowed five minutes to speak.

At the meeting, the applicant, IBI Group, will present the proposal and then additional information will be offered by staff and delegations. Committee members will then be allowed to ask questions.

The planning committee is responsible to make a recommendation about the applications to council but this will not happen until a future meeting of the committee after staff and other agencies have completed a full technical review of the proposal including consideration of all of the public input.

About the applications

The City has received applications for amendments to the Official Plan and the Zoning Bylaw to allow for the development of the Dry Dock and Pump House Complex at 55 Ontario St. and 5 Lower Union St. – the former home of the Marine Museum and the property immediately beside it.

The applicant, IBI Group, is requesting the amendments to accommodate the adaptive re-use of the former Marine Museum building and Dry Dock and the construction of a 20-storey residential building at 5 Lower Union St. that would have 292 dwelling units. The applications propose an increase to the existing height and density provisions for these properties, which require an amendment to the City’s Official Plan and zoning by-law. This proposal is also subject to site plan approval.

Input sought for community benefits

Because the applications request an increase to the property’s height and density provisions, the City wants resident input on the potential community benefits it could seek should the applications be successful.

Under the Planning Act, the City may allow an increase to height or density on a site in exchange for facilities, services or something else that will benefit the community.
